Items all go away at the end of a scenario, and you are paid out in gold for them. This allows people to purchase what they want. No items last beyond the end of a scenario.
All item purchases need to occur on a Chronicle and be signed off by a GM, since the player could go somewhere else to play and the GM needs a way to make sure everything is tracked properly.

It looks like an oversight, but if it's not on the chronicle sheet, it can't be bought that way.
Bear in mind that as they cost 4000gp, any character with at least 18 fame can buy them anyway (see table 5-3 on p26 of the PFS guide). 18 fame is possible by 4th level, and very likely when still at 5th level.
