In the document entitled "PATHFINDER MODULE: WE BE GOBLINS! PATHFINDER SOCIETY ORGANIZED PLAY" found at http://paizo.com/download/pathfinder/PZO9500-5-PFSRules.zip
under the "Getting Credit" section it states:"As always, each player may receive credit for each module once as a player and once as a GM in either order."
This seems to contradict the rules on pg 21 of the Guide to Organized Play where it says "All Tier 1 scenarios and Tier 1–2 sanctioned modules are available for unlimited replay with a 1st-level character for credit."
Which is correct?

The document you linked to is dated 31 January 2012.
The Guide to PFS Organised Play v4.3 is dated 7 January 2013.Go with the latest information, i.e. page 31 of the GtPFSOP.
I was just reading up on the PFS Rules associated with "We Be Goblins" and it states "In instances where rules presented in this document conflict with the Guide to Pathfinder Society Organized Play, the specifics here
supersede the rules in the Guide, but only when playing this Pathfinder Module."So now which is more correct? They contradict each other...

The only nuance with this rule is to remind all players that although you can apply the credit to a level 1 character unlimited times, you may only apply it to a level 2 character once.
With that in mind, you got it.
In the RFS Rules document for "We Be Goblins", it also states "Getting Credit
All players who play the entire module receive the attached Chronicle sheet which may be applied to any 1st- or 2nd level PC as if that character had played the module. A GM who runs a module may likewise apply credit to any one of her Pathfinder Society PCs of 1st or 2nd level. The decision of which character to apply credit to must be made when the Chronicle sheet is received and signed by the GM."Being as these rules supercede the GTPFSOP, it makes it sound like it can be applied to 2nd level characters ad nauseum. Not trying to be a headache here, but I am seeking further clarification. Thanks!

The wording on this could have been a bit clearer, but Don has it right. You can run/play WBG as many times as you want. You can apply the sheets to first level characters ad nausium, as long as you don't apply the multiple of the same Chron sheet to the same character. You can apply a module one time to a 2nd level character. Basically, the PFS Guide superceeds this documenent...or, IMHO, just clears it up :)

The one-pager that comes with the chronicle sheet was written in 2011, and we have had at least three major revisions to the GTPFSOP since.
My assumption is that the replay rule (infinite level 1 only replay) is intended to be applied for ALL manner of organized play, and that still includes WBG.
If we want to get literal:
1. The text you quoted would allow NO REPLAY at all. The replay rule is stated in the GTPFSOP, and not that quote.
2. Nothing in the text you quoted contradicts the GTPFSOP. The guide has some EXTRA text specifying you may only apply to a second level character twice.
So you can wait for official word, but to me the intent is pretty clear.

I've been looking around the boards and the entire site, and I guess my search skills are floundering. I can't find the actual chronicle sheet for We Be Goblins. It's not in my PDF copy of the module itself. Any help, supposed to run it on short notice this afternoon.
Just go to the product page. At the bottom of the description blurb is the following text:
We Be Goblins! is sanctioned for use in Pathfinder Society Organized Play. Its Chronicle Sheet and additional rules for running this module are a free download (232 KB zip/PDF). Pregenerated characters are available here (803 KB zip/PDF).
Just click on the appropriate links and there you go!
