The thing that you need to know about Council of Thieves is that the GM needs to make sure that all of the PCs are motivated to stick around in Westcrown and help make it a better place, for whatever reason. The further from the population norm (human), the more difficult that might be. Because it's a major port city on the inner sea, almost any race could theoretically have washed up there at one point. If you and your GM want to go this route, you just need to make sure that a) you and your fellow party members have a reason to stick together and b) when things get tough you have some reason why you're sticking around in Westcrown instead of bailing.
The only obvious race that jumps to mind other than those in the core rules plus tiefling is goblin; there's a tribe or two of them living beneath the city. You could do an interesting campaign where the entire party consisted of goblins, if your GM is willing to do a bit of work.
Is there something in particular you want to play? Maybe we could help come up with a backstory to make it work.

well im doint the Tiefling variant, which he has already oked, i he was lookin more for like non core races that were more "common" in the area. if he cant find anymore races that would be considered common to the area he said it will only be races mentioned in the COT book. with i think is all core plus tiefling. its his first time running a game, he has us on the 25 pt build and fast track exp......which means we r gonna be super powerful super fast.

my tiefling is apart of my own personal "assassins" guild. which till i run my own home brew campaign will just be back story so once the character is retired they can become NPCs in it. i still havent decided fully on his whole personaity. but i have atleast a month before i need him done

I really like tiefling and aasimar for this one. Our party was 4/5 tieflings (though one looked human) and accreted tiefling NPC henchmen at a ferocious rate. I think the PCs may eventually succeed in changing the social status of tieflings in Westcrown, which is something of an accomplishment in itself.
For a more exotic concept, Azlanti gillmen would make a lot of sense, though their special abilities wouldn't have much play in the main-line module.

Just ran across this thread, and it made me think of something. What would it be like to be a Fetchling in Council of Thieves? Could it be possible to run into some Fetchling encounters in the shadows at night? Would playing a PC that is associated with the plane of shadow be a detriment to the party and your fame points?
