I know this may seem silly, but when our group starts up a Pathfinder game, I just want to play a blue-skinned character. Not too dark, but not as light as some Genie Kin are depicted.
Anyway, I just wonder what races in the Golarion setting can be blue-skinned? I figure I'm looking at half-aquatic elves and possibly the extra-planar humanoids, but I just wondered which "officially present" Golarion races would allow it.

When is that Dragon Empires thing coming out? If you could have a one- or two-sentence description of the Samsarans, what would it be?
I was thinking half Aquatic Elf, or a strange Aasimar option, or a Tiefling or a Genie-Kin. But I'm open to other options. As long as they aren't monstrous humanoids, or whatever.

Tieflings, aasimar, and gnomes can come in those colors for sure.
Any number of bloodline options for sorcerers could come into play too.
Personally I'd say aquatic variants are good for it too, and all four of the genie-kin should be good for your preferred shade of blue with the right elemental flavor(including the Ifrits!).

Any and all races are available in any and all colors through any of the above-listed methodologies, or by any of the the following easy story-based justifications:
Magic gone awry. Tattooing. Mysterious touch of any sort of outsider. Curse. Having unknowingly bathed in a magical pool. Cloth dying mishap. Or, my favorite... "My character's just blue. I don't know why. Maybe my GM will choose to weave this mystery into the current storyline!"
Have FUN. Feed your GM seeds like that and see where you get taken.

Trying not to spoil anything specific, one of the Pathfinder Society First Steps adventures mentions someone's skin turning blue via Prest.
Since it's a cantrip, anyone with access to that spell could just top it up as needed, and say she likes the colour. Depending on preferences, it doesn't even have to be blue!
Needless to say, that and Disguise Self could give way to wacky magical fashion movements, based on the setting or how weird they want to look.
If you don't want to be an arcane spellcaster, then just ask your DM to homebrew something like...

Samsarans are a race who are not born—they are reincarnated. They can remember snippets of many past lives, and make excellent wizards and clerics, for they are as wise as they are intelligent. They're also generally very tied to traditions and honorable and kind-hearted... but there are ALWAYS exceptions.

There's always the Derro.
Although their vulnerability to sunlight and inherent madness may prove a little... challenging.Just make sure you always carry a parasol. A CRAZY parasol.

Wow, thanks for the information on the Samsarans, James! I have been most curious and looking forward to them and the Kitsune. I think they will be my two, new favorite races.

I dont really want a smurf.
My motivation is a bit odd. You see, before Skyrim came out, I was in the mood for the Elder Scrolls world, so I fired up Oblivion (computer games, if you dont know). Its hard to make pretty faces in Oblivion with the default install, but after an hour and a half or more I managed to make a female Dunmer who was downright pretty. Deep blue skin, but not too deep. Not like a drow, which if they have any blue its almost black. Not like a smurf, which it almost too intense. But a nice healthy shade of blue. Maybe later I will link a screenshot.
Anyway, Skyrim came out and Dunmer can no longet be blue. Maybe at best they can be a deep indigo/black, or various shades of grey. But they cant be blue. Plus, while the graphics are highet res, Dunmer can no longer be tweaked to be pretty. Savage and intimidating, yes. Pretty, no. Also, they have these horrible coke-bottle-scar rings or bags under their eyes. Horrible.
So I need to be blue and pretty. It will haopen. My next tabletop character, whatever it is. Oh, so blue and so pretty. :)

Also, individual Tuareg of the Sahara who deal with indigo will regularly end up with their skin dyed blue. The Tuareg can easily be a Garundi people.
Also, in Golarion, the Mauxi are a race of humans in southern Rahadoum and Thuvia. They have grey skin naturally--a blue shade is definitely possible there. They are normally lumped in as a Mwangi people, but they reject that classification.

Yup; that's been the way it works here from like the start. I believe it's an April Fool's joke that spiraled out of control. Easy enough to avoid if you just avoid using the S-word.

Or didn't you mean "blue" as in "melancholy"?
Well, in that case, everyone can be blue, too. Dwarves will make thinly veiled innuendos about their large big "beards" (wink wink nudge nudge), elves will use nuances in their language, stuff like slightly different pronunciation/inflection that will make what they say incredibly bawdy, while half-orcs will just come out with "I have a great big tonker!"

In that, case, everyone can be blue, thanks to the power of pranks! Paint the sucker. Or he was in a freak accident involving a spell of permanency gone awry and a frightened squid. Or a number of other things. Just think of something interesting and square it with your GM. And, of course, gnomes can be all colours that appear in nature. Not as skin/hair/eye colour, but anywhere in nature.

I'd offered $10 to the 'get Crystal to draw replacement goblins fund'if we could have a goblin with little white boots sticking out of its mouth.

Your character may have gotten 96-97 playing with a rod of wonder.
This happened to one of my characters just this month. It was a fumble with a wand. The fumble card instructed us to roll twice on the Rod of Wonder table. He's currently the grumpiest half-elf you've ever met. He's going to stay blue for a couple days before attempting to use "Break Enchantment". In the meantime, he's using "Disguise Self".

How about playing an actual ''Blue'' the psionic, intelligent blue gobliod, as described in Psionics Unleashed by Dreamscarred Press.
Blue Racial Traits:
+2 Intelligence, +2 Dexterity, –2 Strength: Blues
are smart and quick, but their small size makes them weak.
Goblinoid: Blues are of the humanoid (goblinoid) subtype.
Small: Blues are Small creatures and gain a +1 size bonus to their AC, a +1 size bonus on attack rolls, a –1 penalty to their Combat Maneuver Bonus and Combat Maneuver Defense, and a +4 size bonus on Stealth checks.
Normal Speed: Blues are fast for their size, and have a base speed of 30 feet.
Darkvision: Blues can see in the dark up to 60 feet.
Naturally Psionic: Blues gain the Wild Talent feat as a bonus feat at 1st level. If a blue takes levels in a psionic class, he instead gains the Psionic Talent feat.
Psionic Aptitude: When a blue takes a level in a favored class, he can choose to gain an additional power point instead of a hit point or skill point.
Pariah: The appearance of the blue can affect the reactions of those nearby. A blue takes a -1 penalty to Charisma-based skill checks when dealing with nongoblinoid humanoids, but gains a +1 bonus to Charisma- based skill checks while interacting with goblins.
Repletion (Su): A blue can sustain his body without need of food or water. If he spends 1 power point, a blue does not need to eat or drink for 24 hours.
Keen Senses: Blues receive a +2 racial bonus on Perception skill checks.
Stealthy: Blues receive a +2 racial bonus on Stealth and Ride checks, and blues always treat Stealth as a class skill
Weapon Familiarity: Blues treat any weapon with the word “goblin” in its name as a martial weapon.
Languages: Blues begin play speaking Common and Goblin. Blues with high Intelligence scores can choose from the following: Draconic, Dwarven, Gnoll, Gnome,
Halfling, and Orc.

I'll probably go with Genie Kin, Half-Aquatic Elf, or Aasimar or Tiefling or something. No rush, will prob be early next year before I need to make the character.

A Pyromaniac Flame Oracle gnome could do all that, be pretty and blue, and blow stuff up but good! Give the gnome the Cinder Dance revelation, and the speed matches everyone else, too.
And gnomes wear shoes.
