It was created in 2007 when Dungeon and Dragon ended as a setting for the GameMastery Modules and Pathfinder lines. It incorporates elements of a number of staff members' home campaigns but isn't a spin off of a single campaign world like the Forgotten Realms were. For example, many of the gods were from James Jacobs's Baria campaign world, while Cheliax was the product of a terrible vacation Erik Mona took as a kid. Most elements of the setting were created specifically for Golarion, though, like Absalom, which Jason Bulmahn made up.

Cheliax is one of the greatest creations I've seen in a campaign setting. After reading it in the setting book, I knew I'd be hooked. And now we start our first Golarion based campaign in a week! Yay!
EDIT: I was going to say an Adventure Path set in Cheliax would be great ... then I rememberd Council of Thieves. *slapface* Yay 3 am.

I ran Council of Thieves for a group last year and I remember that the focus of the AP was not on the things that make Cheliax cool as a setting.
The PCs were never really harried or entangled by the Hellknights (except for just a quick sewer chase at level 1); the PCs were never targeted by the asmodean clergy; the north half of Westcrown is in ruins and the town is the old capital so the Cheliax empire is turning a blind eye on law enforcement - the place is best forgotten for the new nobility (all the cool / powerful nobles are in Egorian close to the Empress); etc.
The whole AP focuses on a power play between two factions of a crime syndicate -- at the end of the AP the PCs and the Hellknights actually help each other!
This, to me, was the biggest let down for this AP. Not saying that the whole AP was bad - in fact Chapter 2 was genius and it will become an RPG classic I think... people may still talk about this adventure in 20 years... but as a whole, I think a better job should have been made in generating the oppressive feel of Cheliax.
After running CoT, I definitely think that AP was *not* the "Cheliax" AP (one could set this AP in any Golarion country). I hope to see an AP, one day, that pits the PCs against the Cheliax empire! Golarion has its evil empire, complete with dark side of the force (asmodeus clergy ~ sith lords?) so Paizo should not be afraid to use it! :)
