The new ability is not dependent on what armor you wear so, apparantly not.
Although quite frankly,I'd never put heavy armor on a Ranger, as I generally invest heavily in the kind of skills that heavy armor puts a severe crimp on, i.e. stealth, climb, and jump.
Note that you still lose the bonus combat style feats if you armor yourself up that way as well.
