Yes it would be. Clear, concise report writing is a very important skill. Also the ablity to handle stressful situations and interact with the public while keeping your temper. You would be surprised how many idiots you hav to deal with when you work in law enforcement. And these are people that would othewise be rational and reasonable, but something about seeing a uniform turns them into morons. Everything else can be learned, and in fact most LE academies teach everything else you need to know. So to summerize the four things you need to have that can't be taught are:
1)The ability to express yourself concisely and clearly.
2)Deductive reasoning skills and rational thought processes.
3)The ability to deal with people.
4)An even temper
