Lets take a look at the last time someone "Nuked the Bastards": The US President of the Day (TRUMAN?) justifed nuking Nagasaki and Hiroshima as 'Naval Bases'. Like San Fransico and New York are 'Naval Bases'. If you can set precedents like that, then you can justify Nuking entire nation States for Harboring Terrorists.
