Kenabres population discrepency

I noticed that the population of Kenabres is quite a bit larger in the Gazetteer than it is in The Demon Within. Should one of these be considered an errata for the other?

Demon attack is more likely. They are awfully close to the Worldwound, even by Mendev standards.

I would take the Gazetteer numbers over the module numbers. That's probably the most official it gets on the topic.
