Ok, technically the first thing you do is choose a Legionnaire or villain Status number. A Status number ranges from 1-21 and has a category attached to it as seen below. The game incorporates a large group of super-heroes that you play as well as creating 1 Legionnaire of your own (or a villain if your Heath), you'll need to choose a status number for your character as well as the other Legionnaires you selected. The overall selections are to be balanced from player to player. A Legionnaire's status number/category ranges from 5-17. Most minions and innocents are 4 or lower, henchmen have a very broad range (say maybe 3-9 or so, and villains start around 5 and go on up to 21.
Depending upon the Legionnaire status you choose, you get a certain amount of points to determine your traits, such as Strength, Speed, and Intellect. Categories of Feeble to Astonishing are normal humanoid ranges which having a category of Incredible to Infinite means you have a super power in that area (such as Super Strength). It is possible for some races to automatically have a super power in a trait (such as Brainiac 5 with Intellect).
First off, you should know the scale for ability scores, skills, and powers. Also keep in mind that each of these categories (Feeble, Weak, Poor, etc). Each category also has a range of 0-9 as well so the scale is a lot larger than it appears. Example, Feeble/0, Feeble 1, Feeble 2, Feeble 3 etc. to eventually Feeble/9. Then the next category starts which is Weak. Weak/0, Weak/1, Weak/2, Weak/3 etc. This pattern continues through all 21 categories.

Had to do a lot of guesswork here. I left the Fate low because it has to do with your ability to follow or alter events described in the comics (or in your case, events you would predetermine to a degree) such as getting married, dying, having your power changed, etc. I see being a Djinni as following a servitude and not being able to get away from it easily at all, therefore your fate is kinda sealed (unless your the Djini from Aladdin, he got out of servitude).
This gives you a point build of 125. A Status of 17 (the highest for a Legionnaire is 17) allows a point build of 125 points. At this point we are looking at the following super-powers:
Super Strength
Super Speed
Invulnerability
Ancient Magic
Because this character is so powerful, the other Legionnaires you control will be much weaker in order to balance it out with the other players. As a Djinni, your in line with Superboy.

Well, first off we know that the earthling's propaganda machine doesn't lie. We know that because it tells us so. We also know that a certain amount of corruption has occurred within the United Planets government and Earth Gov itself. I would say that given your past misdeeds represented here on the Legion thread that your a villain who suffers some sort of remorse weakness (often feeling guilty about various actions but yet can't pull away from the darkness that overwhelms them). I know, you'll deny this, but then that's part of your personality as well.
I see you as a villain who once in a great while will help out the Legion if he is getting something worthwhile out of it, such as a get out of jail free card.

Efreetis are typically not captive in any mythology though sometimes they are bound to items that people wear such as rings or necklaces in order to trap the unwary with constant offers of power and influence that are always a double edged sword.

in one issue I know of where superman fights a djinn; supes was just barely able to break the grip of the djinn after a great struggle; the djinn also flattened him with a mountain top; but this may have been telekinesis, which is a power associated with most djinn. The most common way to defeat djinn of any type; is to counter the summoning or find some way to send them back to the dimension they come from; they typically need a summoner or summoning device to be in the world much like demons or devils.
How about gear; how are items made; on marvel games for instance; a weapon would be a damage add to shift the strength class of an attack up a few shifts.

You are so way ahead of me in questions. Sorry I just thought we were going to throw some numbers out for the fun of it. Sorry it didn't meet your expectations. Rules are in their infancy and untested. The 125 points are what was spent to arrive at your trait (ability) scores. If you add up the trait numbers below it equals 125. A Legionnaire with a lower status score would have less points to spend to arrive at their traits. I assigned them based on what I thought an magical man like yourself would be like.

I don't have any written definitions of powers yet, just some notes on how they will most likely work in general.
Ancient Magic: This would be performing all sort of magical spell like effects, sort of like a sorcerer. The power is listed as Ancient Magic which I was thinking would be similar to magic of a sorcerer (kinda mid-evil like). If you think you would have a different angle towards magic I would have to create something more akin to your thinking.
At this point, what I had decided is that powers have power effects. A power effect is one way of using a super power. A character selects which power effects their character knows and any attempt to perform those they are unfamilar with, applies a penalty on the Universal System Chart (the equivelant of a column shift chart). The greater your Legionnaire Status score is, the more power effects they are familar with. Here's a incomplete example of a cold power.
COLD GENERATION AND MANIPULATION
Power Type: Internal Energy
Traits: Aim, Concentration, Fighting, Energy, Toughness
Application: Distance, Internal, Touch
Emanation Point: Hands or entire body
Emanation Appearance: White or light blue aura in waves
Description: The Legionnaire or super villain is able to produce many cold related power effects. As a result it is one of the more versatile powers available. With Cold Generation and Manipulation, the Legionnaire or villain may create and modify cold temperatures, create snow and ice, absorb the cold, heal themselves by being exposed to the cold, and even place themselves or another in suspended animation as a result of the cold.
For example, the Cold Generation and Manipulation power would allow you a large variety of cold related power effects, such as:
Power Effects/Effect Value: Cold Absorption, Cold Healing, Cold Immunity, Cold Movement, Create Ice, Create Ice Storm, Create Snow, Create Snowstorm, Cold Sustenance, Decrease Melt, Freeze Opponent, Ice Formation, Ice Shards, Increase Melt, Suspended Animation, Temperature Increase, Temperature Reduction.
This is an example of one power effect:
COLD ABSORPTION
Trait: Concentration
Application: Distance or Touch
Emanation Point: Entire body
Emanation Appearance: None

This ability allows the Legionnaire or villain to absorb the cold within the air, space, or from an object.
I thought it would work better if you assigned things yourself. Now that you know the basic traits and the cost of each you can build yourself as it should be.

I haven't even gotten anywhere near thinking about equipment, how it is made, works, etc. so like I say, your pretty far ahead of me. At this point, I'm thinking that weapons (say a ray gun) inflicts damage equal to a given category. This is measured against the individual's Toughness score to determine how much it affected them. The Legionnaire has the opportunity to try and avoid the attack (say by using acrobatics and leaping out of the way). If they are hit, they make a Defy Blow roll to determine how well they did or didn't resist the attack.

Most super villains get sent to the prison planet Takron-Galtos. Mere henchmen get sent to the Arkham Asylum Asteroid at L7. The authorities would have sent you there because they recognized your redeeming qualities and had high hopes for you. Either that or they sent you to Takron-Galstos and you couldn't handle it. Another possibility is that you are so diobolical that you manipulated a transfer and are in the middle of some super scheme. So come on Heath, fess up, which is it?
1. Redeeming qualities with hopes of reabilitation.
2. You whimpered so much they transferred you.
3. You duped those stupid prison officials and now your at the equivelant of a prison planet resort.
4. You and the warden are in on things together.
5. The Universe should be in absolute fear of your next super villain move.
Apparently in a Legion re-boot, Takron Galtros is destroyed by anti-matter, only to be replaced by a new prison planet called Labryinth.
Here's what the Wikipedia had to say about the matter:
Takron-Galtos is a planet-sized prison built to house the most dangerous criminals in the galaxy. It exists in the 20th Century, as shown in Justice League of America #247, February 1986. It is featured in JLA #21, August 1998, when Adam Strange, along with the League, tricks an invading force of aliens, the En'teran Slavemasters. The aliens end up teleported to the surface of Takron-Galtos.
It is still in use in the 30th Century. Most of the prison functions are automated, and the administrative staff consists of a warden and a small group of Science Police.
In Takron-Galtos' first appearance, members of the Legion of Super-Heroes are imprisoned there after the new President of Earth, Kandro Boltax, outlaws the Legion. The young superheroes are released after Boltax is revealed to be the supervillain Universo, who had turned the population of Earth against the Legion by putting a mind control chemical in the water.
The Legion would eventually send many of their deadliest foes to Takron-Galtos, including members of the Fatal Five, the Time Trapper, various members of the Legion of Super-Villains, and Mordru.
The prison proves not perfect. In "Legion Worlds" #5, Oct. 2001, an escapee from Takron provides much trouble for Karate Kid and Ferro Lad.
In Legion of Super-Heroes vol. 3, #18 (January 1986), Takron-Galtos is destroyed by a wave of anti-matter during the Crisis on Infinite Earths. The planet Labyrinth becomes the new prison planet in its place.
Takron Galtos (no hyphen, it seems) is currently in continuity as an off-world holding area for many of the DCU's supervillains, who've recently been captured by Amanda Waller's Suicide Squad. This seems to be putting the pieces in place for the upcoming mini-series Salvation Run.

I bought Wolverine comics yesterday. It's about "old Man Wolverine" 50 years in the future when the world's all messed up.
Did you buy a copy for me? I'm not into X-men but I did enjoy the movies thus far. My evil brother was a Marvel nut, he dropped all of the DC comics because he developed the idea that they were inferior to Marvel. I backed off of other DC titles like Batman and Superman (even though I enjoyed them) and concentrated on Legion, mainly because of how little money I had as a teen.

That was the story arc I meant, yeah. I've pretty much divorced myself of Marvel since the whole Civil War thing, just too many what I consider wrong directions. I've never been a big Legion fan, but I love a lot of the DCU (it's the historical context for they have established that jazzes me, I think). I think that JSA is one of the best superhero books on the market.
