Is there a reason why this does not create complete darkness and is there a spell that does?

While I cant really answer your question I think they should rename Darkness to Nice Summer Shade....or something.

I want to say the reason they nerfed darkenss is because it was a pain to adjudicate total darkness. But I could be making that up. Entangle and web are both a huge pain, and they're still in there. Maybe it was a power issue.

I guess I should just say that I don't know and be done with it.

They changed darkness in 3.5 to make it more useful. Before the only use for it was to escape, unless a creature had blindsight. The way it works now offers concealment, which still allows a creature to escape by hiding, but doesn't leave anyone bumbling around in the dark. It's great to cast on a rogue archer, who can then sneak within 30' of an enemy and snipe.

Blacklight, 3rd level spell from the Spell Compendium, creates total darkness that the caster can see through normally.

Oh, you mean the same way it is a pain to adjudicate invisibility or the effects of being blinded?

I'm at a point as a DM where I want to rule that, in combat, invisibility, blind conditins, and darkness simply cause miss chance due to concealment. I haven't done this yet, but have pondered it for a long time. The current system doesnt work for me, and I'm not sure there IS a perfect system.

Except that the darkness also prevents the rogue from sneak attacking (unless he has some unusual senses).

That's why I said a ranged sneak attack. As long as the targets are outside of the darkness and the rogue can see them they don't have concealment and are succeptable to a sneak attack.
