It's just a pdf deal, you will still have to print them.

If you want a physical printed on cardstock product, you will have to order one of these:

Are these included in the individual chapter packs? Or do I have to buy these as well as those to get everything?

The bestiary paper minis are a separate purchase from the adventure path minis. Some of these creatures appear in those other paper mini sets if they are encountered in that chapter but all Jade Regent bestiary entries, including the creatures not appearing in the AP, are in this set.
