I have an important question: I purchased the Citizens of Himmelveil PDF but the only PDF in the download was the instructions and character backgrounds. Did I misread the description or were the paper minis not included in the download? Any help with this would be appreciated.

Using a different unzipping utility will solve the problem. The default Windows unzipper sometimes tries very hard to "protect" you from PDF files by not unzipping them (and not even telling you they exist). The folder should include two PDFs and a text file.
