Class Abilities:

Apprehend: A constable gains Improved Unarmed Strike as a bonus feat and can attempt a grapple combat maneuver check in place of the attack at the end of a charge. At 2nd level, the constable receives a +1 bonus on Perception checks and combat maneuver checks to disarm, grapple, or trip opponents. At 7th level and every 5 levels thereafter, this bonus improves by 1. At 4th level, the constable does not treat crowds as difficult terrain.

Tactician (1/day): At 1st level, a cavalier receives a teamwork feat as a bonus feat. He must meet the prerequisites for this feat. As a standard action, the cavalier can grant this feat to all allies within 30 feet who can see and hear him. Allies retain the use of this bonus feat for 3 rounds plus 1 round for every two levels the cavalier possesses. Allies do not need to meet the prerequisites of these bonus feats. The cavalier can use this ability once per day at 1st level, plus one additional time per day at 5th level and for every 5 levels thereafter.

Cavalier Order: Order of the Shield

Edicts: The cavalier must protect the lives and prosperity of the common folk, shielding them from the deprivations of those who would seek to cause them harm or exploit them. He must give charity when it is warranted and aid when needed. He must take no action that would cause harm or hardship to those who cannot defend themselves.

Challenge: Whenever an order of the shield cavalier issues a challenge, he receives a +1 morale bonus on attack rolls made against the target of his challenge if the target makes an attack against a target other than the cavalier. This bonus lasts for 1 minute. The bonus increases by +1 for every four levels the cavalier possesses.

Skills: An order of the shield cavalier adds Heal (Wis) and Knowledge (local) (Int) to his list of class skills. Whenever an order of the shield cavalier uses the Heal skill on a creature other than himself, he receives a bonus on the check equal to 1/2 his cavalier level (minimum +1).

History:

Septimus Falkland was born in the city of Kintargo as a Human Chelaxian. His family were mere laborers he grew up in a crime ridden neighborhood that easily got away with many crimes due to paying kickbacks to the local government. His father suffering some financial trouble took out a predatory loan with the local thieves guild but despite his efforts could not pay it back and was assassinated by the guild for failure to pay his debts. This event left the young Septimus bitter and affected his choice in life, seeking to bring down the lawlessness in the city. Thus when he came of age he offered his services to the city watch and being a stout and healthy individual was accepted for training. He proved to take well to the training and learned the arts of the warrior quickly.

As a watchman though he was somewhat different than many of his peers. He dealt out fair justice and never took bribes and was not overly brutal in his enforcement of the law. However with a justice system based off a "Lawful Evil" model after years of service he began to feel that the law of the city was just as corrupt as the criminals he was trying to bring to justice. While he didn't speak out against the establishment doubts began to seed into the young man and he worked to be a beacon of law in a corrupt system.

The martial law called by the local government has shaken Septimus even more, seeing the oppression and the brutal enforcement of the Hellknights and the government first hand. More recently he tried to step in and help the woman who was brutalized by his fellow watchman because she was the wife of an accused rebel. He was dressed down watch commander for the interference, reprimanded and given martial punishment by being flogged. Afterwards he quit in protest. He really does want to do something. What can be done against the might of Cheliax is the next question.

Background Questions:

1) 5 Points of Septimus's Background

1. Was born in Kintargo the oldest of 3 children. His father and mother were laborers.

2. His family got into heavy debt and his father was forced to take a predatory loan to keep the family afloat. When he was unable to pay it back he was murdered and the authorities did not investigate.

3. Septimus worked hard to help support his family but decided that he needed to get a job in order to support himself. Wishing to enforce the laws and crack-down on crime he joined the Watch.

4. As a member of the City Watch he was an honest arbiter of justice but eventually became jaded of the city legal system as he witnessed kickbacks and other disreputable activities being performed by other watchmen, expecally those who were loyal to the Thrune regime.

5. The final staw was when he was forced to crack down on innocent citizens during the Night of Ashes. He saved an innocent woman from being beaten to death by guards by punching his squad leader and intervening. He was disciplined, docked pay and flogged for his actions. Soon afterwards he left the Watch in disgust, not wanting to be any part of it.

2) Goals:

1. To bring just and sensible laws to the city. The Insane laws of the Thrune must be brought to and end.

2. To root out the corruption in the city. He has seen far too much crime and corruption as a watchman he wants to change how things work.

3) Secrets:

1. Septimus had committed some petty thefts in his youth to get coin and food for his family. He does not look on this with pride and it is a tarnish upon his personal respect for the law.

2. He had kept secret a protocol violation of a fellow guard. After an arrest of a rogue, the guard had pocketed the person's money pouch rather than turning it over to the garrison and Septimus did not report him. Orfeo Balbus reason for doing so is that the Guardsman owed some debt to a gambling house and needed to pay it off.

4) People Tied to Septimus:

1. Watch Captain Arcan Tadius: A loyal Asmodian whose is highly respectful of the current regime. This loyalty allowed for him swift advancement to a ranking position in the guard. He is a profiteer of the law, and willing to twist the interpretation of said laws to his own end. The relationship between him and Septimus is strained to say the least.

2. Andrea Falkland: Septimus's younger sister by 3 years who works as an Acolyte in training at temple of Abadar. While Septimus got himself out of poverty by joining the guard, Andrea did so by joining the church and devoting herself to religion. Septimus and Andrea have a friendly relationship and Septimus makes a point to visit her on occasion to see how she is doing.

3. Watchman Orfeo Balbus: A constant companion in his watch duties, they share things in common when it comes to their views on the law. Septimus did not report him when he pocketed money from an arrested criminal as he needed the money to pay off a debt. Orfeo is on the fence about opposing the regime, as he relies on the job to earn money and does not want to be out of work.

4. Gioia Volso: A Chelixian merchant who works in a jewelry store in the city. Septimus met her while investigating a theft and later brief love affair. This devolved into an amicable friendship after his work got in the way and he could not make time for her. Septimus still cares for her deeply however.

5) Three key memories that define your character as the person they are at the time of submission.

1. The memory of hearing about the death of his father by legbreakers. It was then Septimus swore to get justice by eventually joining the city watch.

2. The memory completion of training for the Watch. Before he was to become jaded by the corruption he witnessed among the guards, he was a fresh-faced young recruit eager to get out into the city and bring criminals to justice.

3. The final straw having seen the Watch descent into barbarism during the Night of Ashes. He finally couldn't stand by and leave innocent people to the slaughter. He was glad to save that woman from being beaten to death by the watch but after being punished for his actions it was the last straw.

6) What Septimus Fears: He fears that by opposing the current regime he will lose everything, including his life. He is uncertain that one man can make a difference in the large scheme of things.
