I was very happy to see taable 15-29 Estimating magic item gold piece Values. Most the weapon, armour, scrolls, potions and wands follow the formulas exactly. I also under stand that some items will not be able to follow these formulas exactly, but I have a question on how an item that can be used a sety number of times per day calculated. the table says. : Charges per day Divide by (5 divided by charges per day) ie. Boots of teleportation
I am thinking that you would make the item as a continuous use item then modify it by the limited number of charges per day (3).
Spell level x caster level x 2,000 gp2. The spell is instantaneous so no modification for duration.
5 X 9 X 2,000 = 90,000.
This is then Divide by (5 divided by charges per day).
So 90,000 / (5/3)= 5/3 = 1.6666666666 rounded to 1.7 even rounding to 2 doesn’t help.
90,000 / 1.7 = 52941.2 (45,000 if divided by 2)

now the difference could be chocked up to material cost and what not thats fine, but the how does this come into play:

Almost the exact same item but with a huge cost difference.
