Feedback Wanted on a Custom Legendary Metamagic Rod for WotR

I'm designing legendary items for a Wrath of the Righteous game I'm currently running.

I wanted them to function similarly to

Radiance, in that they become legendary/bond with a mythic creature with the destruction of the wardstone fragment and level up at certain points during the game.

This is my attempt at a metamagic rod for a Gnome Impossible Bloodline Sorcerer. The metamamagic abilities are ones he expressed interest in.
I don't have a lot of experience with full casters, so I'd like some feedback on the power level of this rod if people would indulge me.

UBERSPELL, THE ROD OF ARCANE LORDSHIP:

AURA strong (no school)
Given as a gift in a dream by a mysterious, beautiful woman to the Gnome Sorcerer Melnik Uberberry, this arm-length rose-colored rod acts in many ways as a lesser metamagic rod, able to modify up to three spells a day of 3rd level or less with the metamagic feat Extend Spell. Uberspell becomes a legendary item, and bonds with the creature that wielded it during their moment of ascension.

A mythic caster can expand a mythic surge to use Uberspell an additional time per day.
● Upon reaching 1st Mythic Tier/Rank, the Rod can modify spells of up to 3rd level with extend or empower.
● Upon reaching 3rd Mythic Tier/Rank, the Rod can modify spells of up to 4th level with extend or empower, and spells up to 2nd level with extend and empower.
● Upon reaching 5th Mythic Tier/Rank, the Rod can modify spells of up to 6th level with extend, empower or quicken, and spells up to 4th level with extend and empower.
● Upon reaching 7th Mythic Tier/Rank, the Rod can modify spells of up to 7th level with extend, empower or quicken, spells up to 5th level with extend and empower.
● Upon reaching 9th Mythic Tier/Rank, the rod can modify any spell the caster knows with any two of the rod’s abilities at once (empower, extend, and quicken).
