feat at 1st level.
Relentless:

Relentless (Ex): The arbiter is a relentless investigator. He
may add his Intelligence modifier as a bonus to all Intimidate,
Sense Motive, and Perception skill checks.
Shieldwarden's Stance:

Shieldwarden’s Stance (Ex): At 2nd level, the arbiter gains
the ability to enter a superior defensive stance when taking the
total defense action. The arbiter must be wielding a kite shield
and a light or one-handed weapon to take advantage of this ability.
Shieldwarden’s stance allows the arbiter to make a single attack
while taking the total defense action, albeit with a -6 penalty to
his attack roll. He may make attacks of opportunity while taking
the total defense action with no penalties. Additionally, any
enemy who attacks a creature adjacent to the arbiter provokes an
attack of opportunity from the arbiter while he is taking the total
defense action. These attacks must be performed with a light or
one-handed melee weapon.
While taking the total defense action, the arbiter may make
an additional number of attacks of opportunity that round equal
to the number of allies in adjacent squares. So long as an ally
is adjacent to the arbiter at any point between the time total
defense is declared and the arbiter’s next turn, the arbiter gains an
additional attack of opportunity for their presence.

Background:

Basically, Jimara would have grown up with her mother with the drow. She was sent away because it became obvious that she wasn't going to develop the powers of the drow nobles and then it dawned on her mother who her father really was, a tryst with Baleson during her more adventurous youth.

Her mother, a staunch opportunist, is making a play to run their clan and doesn't want Jimara in the way or used against her. She was able to, through some backchanneling and manipulation of both the friendly and unfriendly kind, get Jimara's arbitrary counsel her to the town on a mission to observe commerce and make sure the proper taxes were being levied.

Her mother, Shenshalla, sent Jimara with a wax sealed missive to Baleson requesting him to help out her bid to take over the clan and to watch out for "our" daughter. Jimara and Baleson had never met and he knew of her but Jimara did not and doesn't know that this half-drow man is actually her father.
