I love what Monte Cook said at a seminar at GenCon a few years ago. Instead of restricting what the players can do, try making challenges that REQUIRE them to use their abilities. That way the players feel good that they can use them, and the GM feels good that he doesn't have to worry about them being used at more unexpected times.

Can they fly? make the enemy castle a floating one that they have to fly to, then they get to make the spell useful, and you get to keep it out of the way of the challenges where you don't want them to fly.

Does the ring of evasion give you the ability to evade in medium and heavy armor, even though the class ability does not?

You just gave me a fantastic idea to throw into my game... The "terrain" is actually helpless innocents tied vertically to posts in the ground. Let's see the Hero's use AoE attack effects then ;) Especially since my players have a Paladin in the group. Yummy idea, thanks!!

The key is that it is on each extra dice roll not on each extra damage die. Vital strike lets you roll the dice one extra time, improved twice, and greater three times, so the extra damage from the feat is only total +2, +4, or +6 respectively.

Are there plans for Paizo to release any new Words of Power for spellcasting at any time? There seem to be some strange gaps in them (for example, no words that can boost your mental stats, like you can your physical stats?), and I would like to see a lot more words so that I don't feel like I am giving up sooo many options that the regular spell effects can create. Or is that something I will need to add to via homebrew?

Yes, a spell with the [evil] descriptor is an evil act.

Neutral casters have more flexibility, but no paladin could ever cast it, and I would determine that a good cleric would also not be given access to that spell by their good deity.

Evil for detect and smiting purposes has to do with character alignment, not spells known/cast. A neutral caster could know and cast evil spells without being evil, and therefore would not be detected as evil and could not be smited (smitten? that just sounds wrong...).

Hmmm, a fledgling kingdom cut off from it's most vital resource causing massive inflation and poverty that threatens to destroy the civilization from within.... thanks for a great campaign idea! This DM Salutes your question!
