Background:

Cutter was born on Pegauri 3, one of the slightly less usual hive worlds of the Imperium. The third planet orbiting the blue giant Pegauri. A rocky, hot world much too close to the sun to develop natural life, the planet turned out a veritable bonanza of heavy minerals. 20 hive cities bore into the semi-molten surface of the world, each a huge complex of mining and refining. His father never became known, and his mother passed him off to the hive-provided childrearing program to return to her work just days after delivery. He developed well enough in the care of the government, developing good physical fitness and a keen mind.

The latter part quickly garnered interest in the early evaluation and filtering programs, earmarking him for duties as one of the countless administrators and aides to the noble caste - had it not been for his almost heretical interest in logic and reason. He was transferred to a remedial religious school at age six, and underwent full indoctrination from there on out. Unlike so many, he did not resent it after an initial obstinate period, but embraced the fate with all his soul. He worked hard, bettered himself, learned to control his curiosity and apply it like the poison it is - in low doses as a medicine, but usually locked away tightly.

In time, his bright burning faith elevated him from a student to an early teacher - and he hadn't yet a hair across his chest when he was already studying at Hive VII's college, and his teenage years hadn't yet ended when he left it for a pilgrimage to the sacred world of Penaturia, once blessed by Vulcan, son of the Emperor, setting foot there. He caught the eye of Cardinal Halfren during this pilgrimage, who recognized the talent for speech-craft and dogged perseverance in faith in the young man. He took Cutter under his personal supervision as an Acolyte, and directed his development into a formidable debater and charismatic minister. Despite the often brutal rites and constant penance for failures both real and imagined, Cutter prospered.

He was still assisting Halfren when his twentieth birthday changed his life radically. The two were aboard the "His Will", a swift frigate serving the Ministorum when disaster struck. While within the warp, a sudden surge of the Immaterium killed the ships navigator, and set the ship adrift the realm of chaos. Things looked grim, and after mere days, she ship was a hotbed of intrigue, barely-suppressed violence and slowly-germinating heresy. Cardinal Halfren tried to take command of the ship, but was assassinated mere days afterwards. Feverish prayers to the Emperor slowly were tainted by rites that were superstitious at best, and heretical at worst. And Cutter suffered dreams of impossible vistas as soon as he closed his eyes. As the ship remained locked by the tides of the warp for a year, then another, ever fewer crewmen really expected to live through the storm. Yet through cunning diplomacy, and hard-hitting strikes against the arch-heretics, Cutter managed to prevent the worst heresies, and when the warp finally did clear, the "His will" limped back to their port of origin.

Now, the death of his sponsor cut off his fast track to an exalted position within the church. Yet even after this disaster, Cutter has remained nothing if not confident in the Emperors providence. Being quietly excluded from the hierarchy just proved to him that he needs to leave his mark so visibly none can deny it. When whole worlds owe their salvation to him, he reasoned, this would speak louder than any sponsor ever could.
