Blaze uses his tower shield to give himself total cover as much as possible to get safely close into melee. From behind it, he can attack the enemy in return.

If a ranged attacker targets a squishy ally, he'll get in los to be the barrier between them, providing cover.

Due to the towershield, het takes a -2 penalty on his attack rolls.
Melee weapons thus have a +3 to hit, ranged weapons are a mere d20 with the penalty.
