Freezing Bolt As a free action, deal cold damage instead of physical. If it successfully deals damage, Fort save DC 18 (10+1/2 Soulbolt Level+Cha Mod) or have speed reduced by half for one round. Multiple attacks do not extend this duration.
Mainfest Rage Blade +1 [13 Rounds per day] Can only form one blade, cannot be thrown or disarmed. +1 Enhancement bonus, may be spent on special abilities, may push maximum enhancement to +6 when using crystal focus. Loses psionic focus and is fatigued for 1d4+1 rounds afterwards.

Background:
Arthur. He'd always disliked that name. Too bland, too boring, he thought. But that said, his parents had given it to him, and they'd made plenty of other good decisions, so it must be a good one, too. After all, they'd had him, hadn't they? And they'd supported the Celestradans, too, right? Both perfectly sound decisions. And now, finally, it was his turn to return the favor!

Art had always been a loud child; respectful of his elders, but incredibly loud, and incredibly personable. His jovial demeanor was seldom interrupted, save for those who disrespected him or his family. His anger was always fleeting, however intense, thought it pushed him into interesting predicaments, often into trouble.

In his youth, he'd long attempted to prove himself, and to that end, he took on odd jobs here and there, sometimes even a bit of vigilante justice, (though officials never seemed quite as enthusiastic as he was). He often ending up getting beaten and bruised, something he found he cared little for. While he'd had the skills, and the capability, to return the favor, and had done so often as a child, to his parents' chagrin, he tired of it as an adult, when his wounds weren't mere scratches and scrapes, but cuts, and bruises. He trained to avoid blows, and found he wasn't very good at that. Instead, he distanced himself from combat proper, and attempted to, instead, form a ranged weapon. He'd seen, on occasion, soulbolts forming them, there shouldn't be any reason he couldn't, right? Alas, he spent many a day fumbling about, more than once with a lackluster explosion of psychic energy flinging quickly dissipating shrapnel into his flesh. But, at long last, he'd managed! He'd finally created a bow, and damn, if he wasn't pretty good with it!

This development made his vigilantism significantly less costly for him, but also gave him a bit of an ego problem. After all, if he could do this, why couldn't he go out into the world proper? With such a weapon, it should be a breeze to take out Magic Threats.... right? He could finally prove himself, and his family, worthy of help from the Celestradans, instead of just being one of dozens of clans to support them in their disputes, maybe even make it into a governmental position, if he played his cards right. Knowing Art, however, it's unlikely; people don't generally like to leave their lives in the hands of hot-headed halvavians with lofty goals and an over-inflated ego. But he didn't know that, he only knew that he'd been given a shot at greatness, and sent off to join some other misplaced 'avians!
