Are any of the normal familiars (such as the monkey, raccoon, squirrel, or otter) able to administer a potion or oil?
They aren't slotted items, so the limited item slots should not be an issue. Even at first level they have an Int of 6. Many of them have paws capable of getting into all sorts of things. Think of all the bird feeders that squirrels get into, or trash cans that raccoons get into.
Is there anything in the rules that indicates one way or the other if it is possible for a familiar to administer a potion or oil?
I'm mostly thinking of having them administer curative potions or oils to downed characters.

Physically a raccoon could certainly get into a potion bottle. As for understanding what it was and why it would want to, that's a different story. There's no reason to think that potions appear to be food since they aren't, so independent experimentation won't work. Basically, unless you've got a high-Int animal, probably not.
Squirrel? Probably not, physically. Otter or monkey, probably, but again the issue above regarding the mental side of things.

At first level, a character's familiar has Int 6. By 5th level they are up to Int 8 -- as good as many characters that decide to dump Int.
The viewpoint may be different, but at some point the Int should not be a problem. The rules give an Int 3 required to operate an Ioun stone.

If raccoons can knock over trash cans for their nummy innards, otters can use rocks to smoosh clams, and squirrels can do this, while having a mere 2 intelligence, then obviously a sapient one with 6 intelligence and the magical ability to communicate with its master can administer potions and oils.
