As a general rule no, if you can sell me on why I should make an exception then that would change. But a creature with a fly speed would definitely be a no.

Backstory:

Hug was born to a young woman named Lucy in the slums of tortagor. The only work she could keep was as a tavern wench in The Rusty Harpoon. His father was never spoken off, but the owner ,a kindly old man named Gareth, would let him play with his pet parrot.

His days as a youth were spent hiding in the back room of The Rusty Harpoon. Staying out of trouble was his primary goal. That all changed when an armed man in strange garb came to the tavern drunk. He demanded to speak with Lucy and the bartender on duty unwisely showed him her room.

The man found Hug curled in the back room on his mother's lap. The man dragged Lucy out of the room and hug was still to small to reach the door handle. Hug never saw his Mother again. Gareth took care of the young lad and taught him how to avoid trouble and keep a clean house. The bartender disappeared shortly after Hug learned to wield a crossbow.

Hug named Gareth's parrot Flappy after what it did. He took to reading Gareth's library in what little free time he had. He became a regular sight in the neighborhood, finding stray animals and adopting them.

Gareth had no issues with the animals in principle but didn't want them in the tavern. They argued for a few months, until tragically Gareth was found face down in a gutter bludgeoned to death. Hug found a small amulet with a skull and crossbones in his belongings.

He went to the church of Besmara and begged them to raise Gareth. They explained why they couldn't, but they told him where he could find the thugs who did this. He lured them into the Rusty Harpoon with an offer of payment for the new bar. He barred the doors from the outside and conjured flames from his hatred.

No thugs survived the fire. Nothing from his old life did, except one bird. With Flappy at his side Hug signed on to the Black Scepter as a crewman. He did not know what to expect and only had what minor lessons Gareth had taught him to guide him.

Appearance
Small, scrawny, dirty, with short hair shorn by her own dagger, Churchmouse is an unremarkable androgynous teen. Her dark eyes are constantly darting to and fro, and she rarely smiles.
Personality
Paranoid and jumpy, Churchmouse is a loner who keeps to herself. She rarely speaks except to answer another crew member. She’s curious though, and often skulks through the shadows belowdecks, sometimes eavesdropping on (or even stealing from) others.
Background
Churchmouse never mentions her true name, if she even recalls it at all. Parentless in a coastal town, she was raised in an orphanage until she was old enough to work for others; then she was shipped off to a local church to clean and help cook meals. While most of the priests were at least ambivalent toward her, one abused her physically and emotionally when his fellow priests weren’t around. Her life changed when pirates raided the town, kicking in the church’s front doors to loot it. Churchmouse cowered in a closet—in the company of the abusive cleric, as luck would have it—until the pirates burst in. The priest callously hurled her at the feet of the nearest pirate, knocking him over, but was almost immediately run through by a second sea reaver. The pirate she’d tripped grinned at her, slung her over one shoulder, and eventually carried her back to the ship. Now she serves aboard the Black Scepter, befriended only by the pirate who abducted her. He taught the girl several dubious skills, including picking locks and lifting purses. He also schooled her in the use of a shortbow and crossbows quite admirably, and is trying to teach her to become a bombardier on the ship’s cannons, but the meek lass is frightened by their tremendous booms.

Rogue (Sniper) Archetype
Accuracy (Ex): At 1st level, a sniper halves all range increment penalties when making ranged attacks with a bow or crossbow. This ability replaces trapfinding.
Deadly Range (Ex): At 3rd level, a sniper increases the range at which she can apply her sneak attack damage by 10 feet. This range increases by 10 feet for every 3 levels after 3rd. This ability replaces trap sense.

Rogue Talents: The following rogue talents complement the sniper archetype: camouflage, snap shot, sniper’s eye, and weapon training*.
Advanced Talents: The following advanced rogue talents complement the sniper archetype: defensive roll*, master of disguise, and stealthy sniper.

I think Salt is to a point where I would like to submit him. All the major decisions are made, and I did a "10 minute background" for him. will have a little bit of polish work to do if selected.

Background Blurb:
The Renowned Pirate Ship “Redknife” is known to many a merchantman as a plague and pox on the ocean. To Sallentine Windson for the first twenty four years of his life “The Red Knife” was his home. The scarred Elf Captain Agrathmore that lead so many raids and killed so many men was simply known as Father to the Half-elf. The Evil Priestess of Besmara, Allejandra, known for her ability to calm waves and rouse storms... was simply Mother to Salt. The Motley gang of elves that made up the Redknife's crew were Sallentine's cousins, and distant relatives. But all of this is something that Sallentine Windson would prefer to leave in his past.
