50 ft. away from both parties and both parties are on opposite sides of the masked figures. I shall have a map up sometime later today internet willing.
EDIT: Edited
Halara
Not having time to approach nor the liberty to charge, Halara draws a crossbow and shoots the chanting man, certain that sacrifices are not part of good people's behaviors.
Light Crossbow: 1d20 + 3 ⇒ (16) + 3 = 19! Damage: 1d8 ⇒ 6
Valkyrie Stormseeker
If she has a clear path she will charge and strike the dagger wielder.. Burning an arcane point to make her weapon +1 as a swift..
Charge Attack: 1d20 + 8 + 2 ⇒ (18) + 8 + 2 = 28
Damage: 1d6 + 5 ⇒ (3) + 5 = 8
Confirm: 1d20 + 8 + 2 ⇒ (19) + 8 + 2 = 29
Damage: 1d6 + 5 ⇒ (5) + 5 = 10
If not she'll move 30' up..
GM Void Dragon
All right map is now in the description under my name and the current map link above. Each person gets a surprise round action after which I will role initiative for everybody. I'm also changing how I will be doing initiative from now on, and I will just use a group initiative that way people won't have to wait for others to post before they post their actions. If the link doesn't work just tell me and I will see what I can do.
Nerevost Limuna
With the surprise action, Nerevost will take a shot at the dagger wielder.
Bow Shot: 1d20 + 10 ⇒ (12) + 10 = 22
Damage: 1d8 + 3 ⇒ (6) + 3 = 9

Harlod McSavrock
By the white lady! exclaimed Harlod upon seeing the cultists. He squints from the glare as a golden cloud suddenly appears, scattering the sunlight all around the street.
Glitterdust SLA, DC 17 Will vs Conjuration.
Any creature covered by the dust takes a -40 penalty on Stealth checks.
10ft cloud, upper left corner on 5M, lower right corner on 6N.
A cloud of golden particles covers everyone and everything in the area, causing creatures to become blinded and visibly outlining invisible things for the duration of the spell. All within the area are covered by the dust, which cannot be removed and continues to sparkle until it fades. Each round at the end of their turn blinded creatures may attempt new saving throws to end the blindness effect.
Thorst Worten
Thorst sees the cultists with the young woman and decides that he doesn't like any sort of cultists. Especially ones with knives that seemed to like making sacrifices. He notices other people further on down the road. "Hey! What are you doing? Stop that chanting." He charges forward.
Don't think you can double move charge in surprise rounds.
Valkyrie Stormseeker
I dont see why not.. You get a standard action.. Charging is a standard action.. On a charge you can move up to double your movement..
Edit Ok so apparently when you do it in a surprise round you can only move your movement, not double.. So she would have just moved up 30'..
Ophelia Iestelle Glinathir
Not liking what she sees, Ophelia wastes no time throwing some Glitterdust of her own.
Ophelia will cast Glitterdust on the cultists at O4 and P4. The cloud itself will be from O3-4 and P3-4.
GM Void Dragon
I have created two small tokens. The glitter dust spell creates a 10 ft. radius so just place the two tokens on the square which you want the glitterdust to be centered on. One should be labeled HM for Harold and the other OI for Ophelia.
Thorst Worten
You know that a 10ft radius coveres a 4x4 area minus the corners? Which means you could center 1 right in the centre and get them all. No need for 2 glitterdusts. Check this out. 2x2 is 5 ft radius. The problem with Dungeongrid is finding something that centers on an intersection.
GM Void Dragon
I am fine with you changing your action based upon the fact that you would only need 1 Glitterdust to get them all.
Maiden's will save: 1d20 + 1 ⇒ (18) + 1 = 19
Cultist will save: 1d20 + 2 ⇒ (7) + 2 = 9
Cultist will save: 1d20 + 2 ⇒ (4) + 2 = 6
Cultist will save: 1d20 + 2 ⇒ (5) + 2 = 7
Cultist will save: 1d20 + 2 ⇒ (11) + 2 = 13
Cultist will save: 1d20 + 2 ⇒ (18) + 2 = 20
While the woman was able to keep her eyes closed only one of the cultists is able to do the same. The rest of the group begins crying out as suddenly they can't see. The bolt from Halara slams into the cultist with the dagger almost taking him down, but then the arrow from Neverost pieces the cultist's chest and he falls to the floor bleeding.
Average Party initiative: 1d20 + 5 ⇒ (15) + 5 = 20
Average NPC initiative: 1d20 + 2 ⇒ (13) + 2 = 15
Average Cultist initiative: 1d20 + 1 ⇒ (18) + 1 = 19

I'm going to rule that Glitterdust's blinding effect only effects the creatures who are in the burst when it begins. If you move into the area after the burst has happened then the only thing that happens to you is the -40 to stealth that you take.
EDIT: Actually answered the correct question now.
Harlod McSavrock
Moving closer, Harlod swings his cross from across his back, takes aim and fires at the unblinded cultist!
Attack, Damage: 1d20 + 2 ⇒ (18) + 2 = 201d8 ⇒ 4
Moving forward 20ft, drawing Light Crossbow as part of that move. Shoot at the unblinded cultist. 2 Rounds left on Glitterdust.
Ophelia Iestelle Glinathir
As her allies begin to fire popshots at the cultists, Ophelia takes a few seconds to conjure a suit of Mage Armor. By the time the second volley comes, the wizard joins in the attack. She carefully moves closer and shoots a small sphere of acid at the nearest cultist.
Given the strangeness of diagonals, I'm not sure if I can hit him with a range of 30 feet, but Ophelia will cast Acid Splash on the cultist at Q5. If not, I'll just ready an action to fire it at the first cultist to come my way.
Acid Splash Ranged Touch Attack: 1d20 + 3 ⇒ (9) + 3 = 12
Acid Splash Damage: 1d3 ⇒ 1
Thorst Worten
Thorst continues his charge and slashes his falchion at the cultist he somehow gives the nickname N6.
Charge Power Attack: 1d20 + 8 - 1 ⇒ (16) + 8 - 1 = 23
Damage: 2d4 + 4 ⇒ (1, 3) + 4 = 8
GM Void Dragon
Under the assault of the group all of the cultists are now bleeding but only one falls down. Slain by the falchion of Thorst after Halara's bolt hit him.
Will save: 1d20 + 2 ⇒ (9) + 2 = 11
Will save: 1d20 + 2 ⇒ (6) + 2 = 8
The one cultist who is not blinded pulls out his dagger while moving up and attacks Valkyrie. The other two try to swing at where the last attacks came from.

Damage: 1d4 + 3 ⇒ (3) + 3 = 6
Miss chance: 1d100 ⇒ 53
# 1 Attack: 1d20 + 4 ⇒ (5) + 4 = 9
Damage: 1d4 + 3 ⇒ (1) + 3 = 4
Miss chance: 1d100 ⇒ 13
The only cultist who can see scores a blow against Valkyrie, but it isn't as bad a wound as it could have been had Valkyrie been a few seconds slower. The other two who actually swung at someone missed and one of the blinded ones swung at empty air. Then Anevia pulls out here bow and fires an arrow at the cultists who is still blinded.
Attack: 1d20 + 5 ⇒ (9) + 5 = 14
Damage: 1d6 + 2d6 ⇒ (5) + (4, 4) = 13
Her arrow is able to strike the blinded cultist right in the throat and the cultist stands there for a few moments before falling backwards onto the ground. Avarshinal unable to see what's going on begins chanting and gathering up arcane power.

Not that it matters because he kill it, but Thorst damage with power attack should be +7, not +4..

and moves around to O6.
is the girl unconscious or just stuck?
Ophelia Iestelle Glinathir
Ophelia moves a bit closer to the battle and throws another orb of acid into the eyes of the nearest cultist.
Moving to U6 and casting Acid Splash.

GM Void Dragon
The remaining cultists fall under the assault of all of you. The maiden now seeing all of the cultists lying on the ground gets up and hides behind Thorst.
Combat over.
Harlod McSavrock
Ignoring the maiden for the moment, Harlod moves among the cultist checking for signs of life, stabilizing any who need it to stop bleeding.
Well that's done. Before we start waking these poor saps...who are you lot? he said, looking up at the group on the other side of the cultists.
Halara
Halara was about to ask the same question, but instead she explain her side of the fray.
"We are survivors from the devil's assault, but we just managed to return to the city, as we were trapped in the underground by the enemy. I'm Halara, and these here are all good folks" - she gives a meaning glare in Horgus' direction to avoid unwanted comments from the man - "Can you update us about the city statuses?"
Harlod McSavrock
Harlod glances about meaningfully. This place is not a safe place to be. Once the combat broke out it was utter chaos. Only the grey lady knows how this is going to unfold. He pauses for a moment. Outside of ourselves, I am unsure as to how the rest of the city is faring at the moment. If this event is any indicator...he gives the nearest cultist a disdainful nudge, things are only going to get worse.
Thorst Worten
Wha... why me? Thorst seems surprised that he is being used as cover by the girl. He shrugs, "Whatever they had planned for you is finished. Are you injured? What is your name?"
"She will have to come with us till we can get somewhere relatively safe with some other survivors, we should search the cultists," he says to the others then speaks to the girl again, "Did they say anything to you of their plans?"
