There is no scale on the Amphitheater map (page 14). The map appears to be scaled so that you could draw it on a Bigger Basic. However, text in the scenario suggests to me that the map should be 10ft/square.

What is the scale of this map?

(Specifically: Each row of seats is 5 feet higher than the one in front of it, so that the seats farthest from the stage to the east and west
reach a total height of 40 feet.
The east and west seats are four squares wide, so if it's 10ft/square, this is a plenty steep 45 degree angle for the seats, justifying the difficulty in going down the stairs. If the stands really are only 20ft wide, that's a 63 degree angle, which really should be more than difficult terrain.)

The specified total height of the seats vs. the number of rows of seats visually depicted, if each row is 5 ft higher than the next, is certainly problematic, and logically, the steepness - any way you cut it - is rather daunting. It seems easiest to handwave it and take the 'difficult terrain' (and the rather low DC for climbing through the seats) on faith.

As to the scale of the map, disregarding all of the above, if we go by Felzhen's positions on each round (F1-F2-F3): noting that he isn't moving in a straight line, he can only be at most double-moving (barring some special ability we have no evidence for), which means, since his speed is given as 30 ft, the squares can't be 10 ft. The default assumption of 5 ft squares is probably what was intended.

Ah, that makes sense.

I find it frustrating how often the text and the maps don't really line up. There are the frequent cases of north being east in the text, but there's also a surprising number of cases like this where they don't just add up, or where you look at the map and can't figure out how it's possible to have some feature that's in the text.
