"Thank you for your help." The tree creature emerges from the treeline and bows to you. "My name is Enzial, and these kobolds have been harvesting wood and animals at a dangerously high rate. Ever since the white dragons hatched new wyrmlings, the kobolds have hunted in earnest. We haven't seen dragons until maybe the last century."
You mention why you came out here: To find out what happened to the Great White Dragon and Ivvora, servant of Videlis.
"Videlis... I have not heard of that name before." She shakes her leaves. "I can bring you to the Court to speak to the stewards of this region: Vallahk and Quiselle. You could ask for their help but I must warn you, it is difficult to convince them of anything."
"Otherwise you may want to follow the kobolds back to their lair. They have dragged many reindeer carcasses and left lots of tracks."
You have 2 potential routes to take here. Either you can visit the fey court, or you can follow the kobolds.
While observing the reindeer tracks, you notice a shortcut. The kobolds must have taken a longer route while dragging the large corpses around.
So you actually have 3 routes.

"Thank you for your trust Enzial! I hope that we can help each other to confront the white dragons." Taarik says with a bow.
He thinks for a moment and looks at his companions.
"I would propose to visit the Court first! This could be important to collect further information." he suggests.

Cleaning his blade off, Dark nods. "Best to gather more information before we storm a dragon's stronghold. I third seeking aid from the Fey Court."

Enzial nods. ”Please follow me, closely. I will lead you to the court.” The dryad leads the party to a cluster of birch trees, so thick not even a sparrow could fly between them. She pauses, waits for you to catch up, and turns to face the patch. The trees leap aside, creating a short path about a few dozen feet long. As you begin to walk through the path, the scenery blurs as if each step took you several miles ahead.
You emerge into a clearing surrounded by a living palisade of birch trees. At the center stands a lopsided oak tree with green leaves. Two regal fey sit atop the roots, arguing in front of a court of First World beings like dryads, pixies, satyrs and awakened animals.
The erlking Vallahk sits on the branch. His birdlike wings (but made of pine cones, not feathers) flutter against the oak. ”These kobolds are tenacious, I’ll give them that. They are overextending their reach, though. If we declare an all out war and rout them, nature can take its course.”
His portrait is on page 4 of the slides, if you are interested.
Opposite the erlking sits the hamadryad Quiselle. She brushes a flower petal off of her pine needle dress and geranium crown. ”I know the dragons will simply become hungrier over time, but… violence must be used as a last resort. Perhaps we can just slow their hunting down and they will stop overhunting.” She frowns. ”Oh, look Vallahk. Guests!” she smiles and turns to you. ”Enzial, who are these people?”
Enzial looks to you, and then back to the king and queen. ”These strangers fought the kobolds who had begun hunting my habitat. They seem to know much about the kobolds and the dragons. Perhaps we should hear their words before considering our next course of action.”
”Thank you, Enzial.” Vallahk flaps his wings a bit before turning to address you. ”Well then. Speak. Quiselle and I will listen to you now.”

The party gets to split 12 skill checks total to convince the King and Queen to take action. The split has to be as even as possible, so each of you get to make at least 2 checks.
To make sure this doesn't slow us down too much, I will ask you to make 3 skill checks and I'll just take the top 2 3rd checks.
Enziel will tell you a bit about the monarchs and how they think:
Vallahk admires confidence and self-assurance, but he sees creatures showing weakness as prey.
Vallahk cannot stand groveling, which to him includes pandering. Be wary of using Diplomacy in his presence!
Vallahk can be motivated with a DC 15 Intimidate, Profession (hunter or trapper), or Survival OR DC 18 Perception or Stealth check.

Quiselle appreciates those with a positive, optimistic attitude, but those who show aggression frustrate her.
Quiselle tolerates Vallahk’s occasional bloodlust, but she doesn’t like to see it encouraged. Be wary of using Intimidate in front of her!
Quiselle can be motivated with a DC 15 Diplomacy, Handle Animal, or Heal OR DC 18 Knowledge (nature) or Perform (any) check.

He then address the Queen but does even worse, perhaps he was distracted by the Queen's natural beauty. "The land will suffer if the dragons and kobolds are not dealt with."

Vallahk nods as Restless Eagle speaks. "Outlasting these interlopers! I did not think of that. These people are so resourceful!"
Quiselle accepts the woman's words with a heavy heart. "You are correct. We must control them if the other animals are to survive."
Schnyder tries to talk, but the King and Queen start bickering again. Quiselle eventually waves him away with a simple "Yes, yes. We heard you the first time, dear."

"Dear lady Quiselle, as you know magical beings are often aloof and need not bother themselves with the mundane interest of the world. In this case we are talking about a magical threat ... a draconic threat to the mundane and magical fey realms. Join us in the fight please!" Taarik says in calm voice.

Seeing that the rest of the group seem to be getting along well with Quiselle, Covadil instead approaches Vallahk. The fey cuts an imposing figure, but the occultist tries not to appear timid when approaching him as he stares down from the oak.
"Greetings! I am Covadil! Yes, we would urge that you assist in our fight against the dragons. I have looked around your lands and can see that the balance of nature is in danger of being affected. These dragons are putting to much demands on the land. Some of the lesser creatures are in danger of being squeezed out of the food chain. I can see the signs, as I am sure you have too!"

He then looks closely at the fey king. "I can see that you are a man who would respect the fierce creatures in the wild, those that aggressively take the actions they deem necessary to survive. Look at us and see that we are these type of people as well. We have a need and we intend to act on it. We ask for you help, not because we fear we will fail without it, but because we intend to do everything possible to ensure we succeed!"

He then joins in the conversation with the fey Queen. "My lady, I respect your desire to minimise violence, but by taking on the dragon directly we may be able to bring more order to your lands. It is the dragon that seems to be behind the increased aggressiveness of the kobolds. Removing this threat should remove the current conflicts between the creatures of the forest and them."

Atronia bows with a flourish. "Lady Quiselle, I do not think it would be wise to leave these dragons alone too long. Given time, they will only become bolder and stronger. But do not simply rely on my intuition, as I am a mere human, and young at that. I have a story to tell you, one that is a truth passed down through generations, of what happens when white dragons roam freely." And so she tells them a story of dragons that were only rumors, but soon became more obvious and demanding, their presence becoming more oppressive to the inhabitants of the region.

When she gets to the part describing the havoc the dragons wrecked when they were at the peak of their power, the destruction they brought to all living beings in the area, she makes it sound dark and menacing, like a storm cloud looming in the sky, and she turns towards the king as she describes the gruesome events, giving only enough details to let the true horror of it all be understood and imagined.

She turns to Quiselle again as she ends the story with noble heroes rising to the challenge and driving the dragons away. "So you see, Lady Quiselle, King Vallahk, it is not for bloodlust that we call for action, but for the sake of people and lands worth protecting. It is time to show courage and resolve in front of those who threaten us, and keep our love and compassion for the truly innocent."

You are able to get the Court's full attention. In particular Vallahk is interested in Atronia's story. It frightens Quiselle a bit too much, but Taariik and Atronia calm her down.
After listening to your words, the two monarchs whisper among themselves and decide what to do. Quiselle gives you all and Enzial a sly smile and says, "Your proposal intrigues us. We shall consider giving you our blessing when your need is greatest."
She then waves her hand, causing a rush of oak leaves to fall from the tree and whirl around you. When the leaves clear, you and Enzial are back along the frozen lake's bank.
Enzial looks at you all. "It seems like you pleased the Lord and Lady of the Court. You should be proud."
With that conversation concluded, you decide to follow the kobolds up the trail.

The forest path leads northeast, where dense evergreens give way to steep, rocky foothills. Several intersecting trails lead up to the cave system’s main entrance partway up the Tusk Mountains.
The raised outcroppings in this area are about 10 feet tall, and scaling one requires a successful DC 12 Climb check. The frozen ground is not difficult terrain, but it does impose a –2 penalty on Acrobatics checks.
As you come across a clearing, you see two kobolds atop a hill, throwing stones at a caged wolf and laughing. The wolf whimpers in fear, but begins howling as you arrive. The kobolds laugh again and grab some chains.

"These kobolds are definitely behaving more aggressively than I'm used to seeing them. Let's hope we can stop them without having to overly harm the poor wolf!" Covadil moves forward towards the kobolds, while keeping an eye on the mistreated beast.

Each of you have gained the use of a new benefit: Fey Allies
Fey Allies: All PCs and companion creatures gain a single-use benefit they can use. With one swift stroke, Atronia puts the wolf out of its misery. Meanwhile, Taariik's eagle finishes off the kobold it attacked.

***OVERSEER ANNOUNCEMENT***
The kobolds continue to mount a frustrating defense, luring Pathfinders into cramped and trap-filled tunnels and unleashing captive monsters on unsuspecting agents. Even so, the kobolds are losing ground with each battle. As another skirmish echoes from elsewhere in the caverns, a tremendous roar reverberates through the cave complex, rattling stalactites and causing snowdrifts to slide down the outside slopes. As the sound dissipates, the voice of a massive creature booms from deep within the kobolds’ warren.
“Long ago my ancestor Grathatonhakis ruled here, and a meager dwarf challenged his might only to become his trophy. Both were fools, and both are now dead. I am neither, and your paltry attacks shall not change that. Fall back, kobolds of the Shiverscale tribe! Let these intruders die in sight of the last fool to challenge Horralydax, the master of the Tusk Mountains. Rally to me, my children. Today we dine on adventurers!”
The kobolds kowtow to the booming voice, scramble to their feet, and begin retreating deeper into the caves. For once they aren’t covering their tracks, so the way to the dragon’s lair is clear. Table GMs, please move to the encounter in area N swiftly.

A narrow cavern to the east opens into a larger cave. A gently sloping ramp descends counter clockwise to an elaborately carved column of ice. A vast pile of gold, jewels, furs, and immense bones lie piled around the column.
Four kobolds and a young dragon lie in wait. ”My uncle will crush you Pathfinders, but I’ll get to kill you first!”
