It'll mostly be a plot point, I think - travelling through a Hive on foot would be both slow and conspicuous for a party with your disguise.
As for how you all get it, I'll leave that to you - although 'Buy, rent, steal' sounds like an odd vehicular version of 'Kiss, Kill, Marry'. I will say that buying or renting one that matches your disguise will be pricey, and stealing one suitable risky.
Long term airport parking?
Could Jene research the obituaries for rich folk, steal a car that won't be reported or noticed gone right away?
Heck go to a garage that is unscrupulous, pay them to joyride, half the cost to rent?

Point of clarification - the hotel has enough space for you all, as Nobles are expected to bring an entourage of hangers-on and servants with them.

I could book us in for the month, by the time it comes by for the next bill his wages/stippend should be coming in... even if we can't offset the cost during our investigation or have it wrapped up.
Glad we've found a likely fresher lead. Even if it turns up unrelated to our primary mission it doesn't mean it's not necessarily worth investigating. Sometimes you go in to investigate a group of heretic rebels with some Imperial leanings and by the end of it you're up to your elbows in demons.

I ran a campaign where the Inquisitor was an Istvaanian... they'd work out a budget for how the cell could go at the mission in a straightforward manner... and then gave them 25-50% of what they'd need. It worked shockingly well as they got really creative in how they'd accomplish their mission, the Istvaanian didn't ask for receipts so if they had cash left over they could keep it.
One time they arguably couldn't even afford to get transport to the target with their entire funding for their assassination mission... they ended up throwing a big party and convincing the target to come to it. They had about five ways lined up to kill the target but in the end got another noble to kill them in an honour duel, no way to trace it back to them.
I've never played the seeing before, so I'm having a difficult time imagining what would be reasonable.

The thing with 40k is that there are billions of worlds, each with it's own customs, culture and devices vaguely bolted together by a giant and bloated bureaucracy and the terror that going alone will see you eaten by aliens, daemons or the Imperium again.
Most Hives will have a mass transit network of some kind, and vehicles will be available to go on them. If you want to get fancy these can go up to armoured vehicles and anti-grav vehicles (although the last is exceptionally rare).
If you can think it up, it can probably happen.
Jene can drive Hoover and Civilian Craft. That's what she's imagining.

I think a second hand car that goes is enough for us nothing fancy or expensive... we might end up burning it down. I think we're moving away from our cover to perform the next leg of the investigation... it might not be related but it seems like it's worth a look regardless.

I assume you're all staying at the hotel for housing, as there is more than enough room. Setting up a second base of operations in a more private location is, perhaps, not a bad plan.
What to roll to find stuff depends on how you're hunting it down. Navigation (Surface) would be simply understanding the layout well enough to know where stuff should be. Tech-Use would allow a computer search for 'Inqusition-usable Warehouse'. And Charm would be asking around.

To hell with it Lothar has 145 Thrones of his own money, he can cover a few expenses as they come up. I'm sure we can find some funds along the way. A nondescript car will be handy.

It depends on the test - a few are getting them, but there doesn't seem much point in mentioning it after the roll.

I think we're in hive "alleyways" with no visual. From the description, we don't even know where we are.

I don't know about you guys but I find investigations a little hard to keep track of in PBP as the information gets spread over months. Lets go over what we know.
Theres warp influence to this ritual.
There are Eldar runes of uncommon nature being carved into bodies and in the ledger we just found.
This person was sacrificed but had some knowledge of the runes at least, possibly targetted because they were investigating the xenophiles or was a member they chose to dispose of.
The site was at a symbolically significant position between churches. But since the ledger was hidden there it suggests it not just being situated there purely for the position. The resident was targetted. Maybe they were an amateur witch hunter who chose the site symbolically in hopes of protection. Or a cult member for ritualistic reasons.
