Personally, I think we should focus on claiming the hexes surrounding the capital first, and make them produce.
If nobody has any objection, let's claim E5 and make it farmland also?

E5 is a fine claim. Claim it and farm it. All in favor of continuing to claim and farm.
As far as buildings, let's go for an Inn this month and hopefully, we'll generate enough BP to consider a granary in the next month or two.
Continue to skip step 5 this month. I assume the celebration Garborn is interested in would be considered a promotion. I'd be okay with a token promotion here.

Slightly longer term, it might be an idea to claim hexes north, build a road and connect to Oleg's place, then we can begin to flood Restovs market with cheap food stuff from our abundant farms, as well as lumber.
Considering THEIR long term plan, they are going to need a stockpile of that.
Claiming an outer area of the forest and building a lumber yard could also give us a little BP boost.

That would be a good place for one. I know it doesn't make any difference mechanically, but the camp would be able to supply lumber to both Hope's Haven and Oleg's.

Let's go with E4 and farm this round and build the granary. That should allow us to bank excess grain next month and then go with D4 next month. I like the idea of controlling as many of the bridges as possible.

A few things...
Durielle can switch which of Economy, Loyalty, or Stability her bonus goes to. It has been on Stability, should it switch to Economy or stay on Stability? (It is essentially a choice between 1BP a month vs 15% less chance for a rise in Unrest)
Your Command DC (now 25) goes up by 1 every hex you add to your kingdom.
Currently (with Durielle's +3 bonus going to Stability) you have Economy and Stability both at 19.
Step 1 of Upkeep is Determine Kingdom Stability:
Attempt a Stability check... 1d20+Stability score (19 or 16) vs DC 25.
If you succeed, Unrest decreases by 1 (if this would reduce Unrest below 0, add 1 BP to your Treasury instead). If you fail by 4 or less, Unrest increases by 1; if you fail by 5 or more, Unrest increases by 1d4.
(Subtract your kingdom's Unrest from all Economy, Loyalty, and Stability checks. If your kingdom's Unrest is 11 or higher, the kingdom begins to lose control of hexes it has claimed. If your kingdom's Unrest ever reaches 20, the kingdom falls into anarchy.)

But the fun happens when we reach a size of 26, when the ruler can add his charisma to two checks, and by then we might also have a marriage, then we'd have two rulers to both add their charisma to two scores.

If you've read the rest of the game prior to your arrival, they do a pretty good job of that on their own.

@DM BG - On the spreadsheet you show a total of -4 penalty to Loyalty. Where is that comming from? I know 2 of the 4 is comming from normal taxation, but where does the other 2 come from?
Yeah.. -2 from taxation, +1 from festivals
the -3 comes from adjusting the High Oracle bonus. It doesn't change as it should, and naturally goes to Loyalty. Therefore on the "other" column I manually adjust.

Once we stop expanding we should start building Roads in all our hexes, for the immediate Economy bonus and the eventual Stability bonus.
A Watchpost has a stability bonus and stacks with other terrain improvements- as we build the road to Oleg's we can put one in the Abandoned Mine hex along with a mine.

How about south one hex then loop around the bottom of Candlemere Lake along the shore then come up north into the Fungal Hills hex? That looks like it would only be 2 hexes of travel.

Hey, everyone! I live in the Portland, OR metro area and am stepping in to say that my head is not in the game at the moment.
First, the important part: I am OK. I don't know what view of us you are getting from the news, but Portland is not filled with crazy riots or widespread civil unrest. However, we have had some significant and serious escalations in the past couple of weeks, and that makes it hard to focus on entertainment.
I am not quitting, nor do I plan to quit, it's just that at the current time it is difficult to find the mental energy to devote here.
