The Department is headquartered at the corner of White Avenue and Shaw Street in an unassuming stone building surrounded by a fortress-like wall. Headed up by Captain Boverde Hoptler and charged with the mission of ensuring the safety of Caliphas and all its people, the Department maintains a staff of 60 or so constables and 7 investigators.

Also headquartered at Whiteshaw, the Bureau of Special Affairs maintains separate offices from those of the Department. The Bureau exists outside of the authority of Captain Hoptler, and is instead overseen by Mirakas Vashalnt. Ms. Vashalnt answers only to the enigmatic D. Rumors swirl around the Bureau of Special Affairs and its mysterious agents.

The famed explorers' guild maintains a worldwide presence through careful placement of its Lodges. Usually located in regions with ancient histories and secrets to be discovered, it is hardly surprising that there should be a Lodge in Caliphas. The Vodavani Lodge shares its facilities with the Havenguard Lunatic Asylum, and in fact both are presided over by the same man. Beaurigmand Trice acts in a dual capacity as Pathfinder Venture-Captain and sanitarium director. Ustalav happens to be one of the most dangerous postings in the Inner Sea, with significantly higher rates of accidental death, corruption, or insanity occurring in its Pathfinders. As such, Dr. Trice's bivocation is often a convenient one.

Captain Boverde Hoptler Greasy black hair, lazy eye. Captain of the Department, deeply unpleasant and enjoys making life difficult for Selene.

Constable Jeffries Short brown hair with sideburns and mustache. Handles the police dogs.

Constable Morsa Older, ruddy face, gray hair, and thick white mustache, walrus-like. Retired from patrol duty, he often mans the processing desk at odd hours.

Countess Carmilla Caliphvaso The Countess of Caliphas county. Outspoken critic of the Prince, rumored to be having an affair with her nephew.

Dionne Wild, Inspector Tall, blonde. Specializes in larceny and theft, meddles with other cases in order to take the credit. Has a particular dislike for Selene.

Dr. Beaurigmand Trice Dark-haired man approaching middle age. Doctor in residence at Havenguard Lunatic Asylum and Pathfinder Society Venture Captain.

Layla Navickas Dark hair, tan skin, half-Osiriani on her mother's side. Forensic physician with the Department, incorrigible socialite. Selene's best friend.

Mirakas Vashalnt Severe-lookng woman, middle-aged, dark hair worn in a tight bun, Varisian heritage. Head of the Department of Special Affairs.

Reginald Former Pathfinder, suffers delusions about hounds and angles. Flees from his delusions via uncontrolled teleportation magic.

Stefanik Betzen Owner of Betzen's Clotherie, came to Selene to recover a stolen Urgathoan painting in secret. Suffers from recurring consumption.
