Rapid shot and TWF- Vigilante (Warlock) advice

So question, hero lab says it's doable, but it seems broken (because every other way to even attempt this has some hard coded limitations like daggers you have to be able to hold more than one in each hand, ect. Hand crossbows can only fire once, bows require two hands, Ect ect ). Basically the question i have is how does Two weapon fighting work with Rapid shot with the warlocks bolts? RAW you can rapid shot while TWF meaning a total of 4 (or is it 3, hero lab says 4 so that's what i'm going by for now) attacks against touch AC at level 5 (I think, maybe 4)... oh and it's all magical and you can do this at will.... seems like something that wouldn't get past the playtest. Thoughts?

It works like that. The big limitor is that as touch attacks, you can't use things like Deadly Aim, and you never get enhancement bonuses to hit or damage or even an ability score bonus to damage. Its actually quite reasonable damage-wise, and far lower than the gunslinger. (No Dex to damage, enhancement bonuses, or Deadly Aim makes a noticeable difference.)

Now, of course, you can use Deadly Aim if you resolve your attacks against AC instead of touch AC, but then you're a medium BAB character with anywhere from -2 to -6 to hit full attacking with no enhancement bonuses. Again, not game breaking.
