Pre-Gen Quinn - Weapon Focus

Hi guys, I am looking at the pre-gen 1st level Investigator Quinn. I note he has weapon focus (sword cane), yet his BAB is 0. Am I missing something that allows him weapon focus here?

The same way Hayato has greater weapon focus at level 7 and Lem has a potion of expeditious retreat and any number of other pregens errors.

Hmmm...if it is an error, are the pre-gens (with such errors) still legal for PFS play?
