The Item Shop and Treasure Generator may fit your bill. Just load up this excel spreadsheet and let it do the work. It can generate Magic Item shops, Apothecary shops, and Scribe’s shops for any size city all at the touch of a button. If you want to keep a particular shop for later, you can even save it. Added in this version is a Random Treasure Generator that takes any Encounter level and generates an appropriate amount of treasure. You can also print or save it. Only thing off that I've noticed is that when you have gems selected in the Treasure Generator it tends to dole out 30+ of a single gem on encounter levels of 3 or higher (I kept getting around 45 - 70 hematite).
