Is there a mechanical benefit from +1 or +2 gloves, boots, hats, belts, etc. over the flat versions? I don't see them offering extra keywords or bonuses or anything, really.

Same question for alchemical consumables e.g. is my Bloodblock +2 any more useful than flat Bloodblock?

For misc gear, not yet. The pluses for those will tie into the variable bonuses on the enchanting system.

For consumables, yes. More pluses mean more keyword effect. Consumables work very similarly to expendables. For grenades, that means more straight up damage. For all consumables, more keywords mean more Effect Power (each one should be an extra 10-20%, with the exact modification depending on you or the target's matched armor keywords).
