If that is, indeed, what is happening, yes. When this faction leader email goes out, you will receive an email from each faction head that you have one or more PCs registered in.

I think there was also going to be consideration on sending any active GM/Coordinator the full set, since they will need to be able to handle player actions mandated by the faction email.

I would just think that it would go out closer in time to the actual start of Season 4, if it is the email I think it is supposed to be.

I think I know which email you are thinking of and those will be closer to Season 4. This is something else :-)
