Does spell resistance apply to web?

The d20 SRD section on When Spell Resistance Applies says:-

Effect Spells

Most effect spells summon or create something and are not subject to spell resistance. Sometimes, however, spell resistance applies to effect spells, usually to those that act upon a creature more or less directly, such as web.

But the web spell itself says that it doesn't allow spell resistance!

Is this just a case of a bad example being chosen, or am I misunderstanding something?

I would say the former, at least that is how I would rule it.

Conjuration spells are not generally subject to spell resistance, so I would be inclined to believe that web is not subject to it either, as it is of the Conjuration school.
