Can't remember the name of a book, help.

I read post apocolyptic book back in the early 1980's (book could be much older) whos title i have forgotten and its been like an itch i cant scratch.

The only unique characteristic i remember: An main character is walking through a town/village and the towns elders were chosen by their physical, and possibly, their mental deformities. Seems the rest of the townspeople saw "different" as superior.

Sorry, i dont have more, but i do know that if anyone has read it my descrition should scream out to them.

Crossing my fingers someone knows the title.

I too have a book I can't remember the title of. It ivolves a robotic double of H. G. Wells as the main character on a colony planet populated by robotic versions of classic monsters from myth and legend (for example, the vampires have an aversion to crosses, but in order to destroy them the main characters have to use radioactive ones to short their systems) and a thoroughly terroized human population.

The cover had a dragon on it with an open access panel revealing its robotic internals.

Any help out there?

It sounds kinda familiar, Thoth-Amon. I think I'm wrong but It's not "The Ends Of The Circle" by Paul O. Williams, is it? It's part two of "The Pelbar Cycle", and I think there are something like 7 or 8 parts to it in total. It's copyright is from '81. It's been a while since I read the book, and my memory of it is a bit iffy so.....
