I'm looking to make a nine-tailed kitsune for a game, and with everything,I could have all nine tails by level 7.
Originally, I was looking to do a psychic caster, but if I went Nine Tailed Heir, its ninth level power would be useless.
So the question here is, what bloodline would be the best to combine with Nine-Tailed heir?

Impossible Bloodline for the arcana that lets you hit constructs with mind affecting spells. Combine this with Threnodic Spell metamagic (to hit undead) and the Draconic Malice spell (to hit any living creature immune to mind-effecting spells) you can hit (almost?) anything with enchantments. The Kitsune favored class bonus gives a bonus to the DCs on your enchantment spells.

I don't know "by level 7", but here is a list of classes that grants the Magical Feat:
- Oracle (regular), with the Wrecking Mysticism curse, which trades Bonus Spells for the feats
- Kineticist (regular), with the Nine-Tailed Kineticist utility talent, which allows you to accept Burn points equal to the feat's spell-like ability. You can also pick the feat instead of a new infusion or utility talent. For the cool factor, have your extra tails manifest as elemental shapes ;)
- Sorcerer (Nine-Tailed Heir), which trades the Bloodline spells for the feats.

Oracle might get there pretty quickly too.
For Sorcerer
Level 7, you'll have 4 feats (1,3,5,7)
Level 7 Socerer also gives 1 feat you can use to get a tail
Level 7 Nine-tailed Heir gives 2 more tails by 7
Level 6 you can get another tail by trading out the favored class bonus.

Emphasis mine
The feat part doesn't work... It has to be a Bonus Feat taken from your Bloodline Feat list. Unless you find a Bloodline that has Magical Tail as one of its bonus feats, you have to pick one of those feats.
Saying this, you get a regular non-restricted feat at 9th Level, which wouldn't be so bad. Ok, fine, you have 8 tails at 7th Level, but just be patient for 2 levels and you will be good :P

They can do this if they take select the Kitsune Race Trait Nine-Tailed Scion, as it allows them to choose Magical Tail instead of many of the Bonus Feat(s) granted by their Favoured Class, (see link for restrictions). The trait specifically calls out Bloodline Feats as compatible.

Huh... ok, then :)

If we’re bringing oracle into it, then you can combine the wrecking mysticism with the spirit guide archetype and choose matching spirits and mysteries to basically get the tails for free, as the spirit can give you back all the mystery spells you trade out.
Double life spirit guide is popular but double heavens has a more Kitsune vibe to it.

Yep. Which it became 1st party when they wrote a player's companion content.

Really? I can't find it on Nethys. The racial trait that lets a Kitsune replace bonus feats with Magic Tail is called "Nine-Tailed Inheritor" and as far as I know it is only published in Kitsune Compandium which is an Everyman Gaming publication. D20 site lists it as 3rd party.
So which Player's Companion is it in?

It’s a trait listed on Archives of Nethys.

Requirement(s) Kitsune
You are talented with kitsune magic. You gain a +1 trait bonus on caster level checks for your racial spell-like abilities as well as those from the Magical Tail feat (Advanced Race Guide 193). Additionally, you can select Magical Tail as a bonus feat whenever your favored class grants you a bonus bloodline feat, combat feat, or metamagic feat instead of the normal type of feat granted by that class. You cannot exchange specific feats granted by a class or race for Magical Tail in this manner; for instance, a monk cannot exchange his Stunning Fist feat for Magical Tail.
