I was playing a fighter level 4 made for melee and tanking and there was an opponent flying at a distance, with nothing else I could do I wanted to shoot it with my bow. In my group they say that unless you have the feat "Rapid Shot" then you can't take a full round action to shoot your bow twice. The way the feat describes it's benefits though makes it seem more like the "Two Weapon Fighting" equivalent to ranged attacks. So my question is whether or not you can use a full round action to shoot a bow twice in a round without using "Rapid Shot"?

Yes, as long as your BAB is +6 or more which would allow you to attack more than once as part of a full attack. At 4th level you are limited to one attack.

The core rulebook makes it clear that for characters, ANY time you wish to do more than 1 attack in a round, you MUST use a full action. Period.
This applies to characters with a high enough BAB as well as for feats such as two-weapon fighting and rapid shot. So if you're taking two attacks on two-weapon fighting without full attack, you are not following the rules in the CRB.
If you want to attack more than once, for any reason whatever, you must take a full attack.

Are you perhaps thinking of 1st/2nd edition where bows had a fire rate of 2/round?
Shooting a bow you can take a standard action to fire once, or a full-round action to fire as many iterative attacks as you have (based on your Base Attack Bonus/BAB). At level four, you have only a +4 BAB, so one attack, regardless of standard action or full round action. At 6th level, you have +6/+1 BAB, and get two shots (one at -5 from the other), if you use a full round action. At 11th level, you'd get +11/+6/+1 BAB for three shots.

Level 4, no relevant feats - 1 attack with bow as standard or full-attack
Level 4 with Rapid Shot - 2 attacks with bow as a full-attack action
Level 6, no relevant feats and full BAB class - 2 attacks as full attack action
Level 6, Manyshot and Rapid Shot - 3 attacks and 4 arrows as full-attack action. Manyshot provides two arrows, and effectively makes this 4 attacks but there is a distinction because it's one attack roll to determine if both arrows hit.
