RAW, no. Maximum would be level 10.
If you choose, you can allow the player to instead start with a lump sum of currency and buy whatever common items they want, with a maximum item level of 1 lower than the character's level.
GMs are free to ignore that, of course.

As already noted, it's worse than you thought OP.
It's not that the limit is level +1, the limit (by default) is level-1.
But more seriously, talk to your GM about how they want to do things.
They honestly may not have thought about it before.
But for example, I generally do automatic bonus progression, but with exceptions for certain characters/things.
Like if someone is playing an alchemist, ABP can screw them over because the rules generically say to remove item bonuses.
And there are other sorespots with ABP that are deserving of house rules (if someone is playing the relevant character, like pet classes (Druid) or Summoner).
Anyways, your GM's choices can severely impact how you might play.

Alchemist. Or anyone using alchemical items.
Blanket removal of item bonuses pretty thoroughly cripples alchemical consumables.

As for OP, I agree with the others. The wealth for starting characters rules are pretty limiting, but they are just guidelines for GMs to work from. Each GM is going to have different ideas for their own starting point for character equipment.

When starting at level 11 are we allowed to typically buy level 12 equipment as long as we can afford it?
This generally isn't a good idea even if you have full treasure by level. Typically lower level items provide more value per gp than higher ones, and you're better of satiating those before grabbing higher level items. Exception for levels 1-4, lower level item pickings are a bit thin there and don't compare favorably to i.e pooling money to get the fighter a striking rune.
If you're starting with half treasure from the new characters table, you're pressed enough to afford even on level runes, let alone higher level items. You've already been screwed by the table, no reason to make it worse.
