The Urban archetype, in addition to giving dex raging, also allows you to poach spells known from the Bard/Magus lists where you will find something valuable. Among the 1st level spells you've got Tears to Wine, Moment of Greatness, Silent Image, Floating Disk (with Magic Trick), Obscuring Mist, Unseen Servant, Vanish, etc.
At 2nd level spells we also see Heroism which means you get it a whole spell level lower than normal.
But that's not to say the Bloodrager spells are entirely useless for a ranged build. True Strike will always be a winner, Blade Lash gives you the ability to trip without investment, Cheetah's Sprint is the poor man's dimension door when you need to run, and Protection from Evil is Protection from Evil.
An archetype that is very suited for ranged builds is Id Rager (Hatred). With it you get half your level to damage as a studied target effect which is better with the additional attacks from a bow. You may want to start out with two levels in fighter to kickstart your ranged feats, though.

The key thing to remember about Bloodragers is how few spells they actually can cast in a day: Runestones of Power help a bit, but it's still pretty easy to run out of slots once you start using them (I mostly favor long-duration buffs like Resist Energy and Rags To Riches on my Urban Bloodrager, but our latest adventures have been the 'run around all day doing various missions' where even extended versions of those spells have been running a bit short).

Arcane Strike + Blooded Arcane Strike + Spell Cartridges? Nah, that's just a ranged build using the Bloodrager's spellcasting ability to have infinite ammuntion when raging.
Bloodragers have some ranged spells, but by the time you get your spellcasting... all your targets are going to pass their saves... you can't really focus on your spellcasting from the start, since you don't have it. Could be an Elf with the Industrious Urbanite and Overwhelming Magic alternative racial features... start with Spell Focus, twice. Greater Spell Focus at 5 would make some of your 1st-level spells suck a tiny bit less, I guess.
I don't see it being worth it, honestly. Your ranged spells just aren't great... or at least aren't great for a Bloodrager. Nobody cares about your two fireballs... literally nobody. Bloodragers don't even have enough spells to be slinging them around like arrows.

"Centered around the bloodrager's spell list" is probably a bit strong*, but you can have a bloodrager that uses their spell list to supplement their ranged attacks.
The urban bloodrager archetype is a good start and the Phoenix bloodline Dispelling Strikes power does not specify critical hits with a melee weapon. Taking levels in the arcane archer PrC for the Enhance Arrows and Imbue Arrow abilities can help with both regular archery (with non-magical arrows) and adding the occasional AoE spell** to a single shot; note that the Intensified Spell metamagic feat can help make something like burning hands useful at higher levels by increasing the damage cap. Mnemonic robes and pages of spell knowledge can expand the available spells known.
*- as mentioned, even with runestones of power and other items, bloodragers don't have many spell slots
**- burning hands, color spray, dust of twilight, glitterdust, fireball, grasping tentacles, greater thunderstomp, hydraulic torrent, lightning bolt, silver darts, waves of blood, black tentacles, detonate, dragon's breath, fear, ice storm, pellet blast, shout, volcanic storm, etc.

You do have arcane strike and are a full Bab class, and some bloodlines have feats or bloodline abilities that also work on ranged hits.
You could be an ID rager, have the hatred focus and use this as a damage supplement for possibly a thrown weapon build. Carefull, ID rager mturns you into a psychic caster, so no arcane strike for you.
You can use blood intensify when and trade out your often bad level 8 bloodline ability, and then have some pretty stronk burning hands etc. Things are still going to pass their saves ith ease.
There is the ring of vengefull Bloodmagic which allows you to AoO with spells, a surprise bladed leash, bladed dash (for an urban bloodrager, may not work full RAW) or intensified burning hands can be quite humorous.
