nonono you use your 1st action to stride to flank, 2nd action for the Roar, and 3rd action for the 2 attacks!
if you don't have to move just use your 1st action to raise our shield, because monks with shields appear to be the norm in pf2.

LOL Yep, that was how I was looking at it: move [or defensive move like raise shield, parry, ect], roar, flurry.

I'm also waiting to see one. And I play mostly PFS, so I've played with quite a few monks and I've never seen a single one of them raising a shield.

Wushu/Shaolin disciplines use shields. They make perfect sense, particularly if arrows exist. Which obviously they do.
Rattan shields are used in Korean [24 arts of Muye Eship Saban], Chinese [Shaolin Kung Fu], Japanese [Okinawan kobudō] and even Indian [Kalaripayattu] and south African [Nguni stick fighting] martial arts.
