Regarding GM Glyphs and handing out extra hero points at the start of a session the guide says:
"When playing a scenario, they can distribute a number of Hero Points equal to their number of glyphs to the other players at the table. Distribute these Hero Points during the portion of the scenario in which players are slotting boons. A player cannot gain more than one Hero Point from the table’s GM glyphs."
Is the GM of the scenario 'playing' the scenario for the purpose of this rule? Or is this only activated when the person controlling a PC has glyphs? (In most places I've been people have been interpreting the former, but I'm thinking our local area might have it wrong)

Until this is clarified, I'd go with whatever ruling is most favorable to the players.

I would think the opposite. As a GM, you have complete control over awarding hero points per the CRB. So that isn't really a bonus. However, when someone sits down as a player AND has GM glyphs -- then the ability to hand out an extra hero point is a bonus to the table.

No. This is when a person has GM Glyphs and he's sitting down to play with other players & a GM. If he has 1 glyph, he can give out 1 extra hero point along with the GM's distributed hero points.

I agree with John and Christian. While I'd normally go with a ruling that favors the players, I don't really see the need here - The GM is already distributing hero points, and an official ruling. Besides, the GM is the judge, the game master, the narrator, and running the story. They aren't "playing" per say, because they aren't one of the Players.

So to answer the OP, no, a GM is not playing the scenario in my view.

I'm not sure if you understand the OP's question. The rule is activated if the person has Glyphs and is playing a PC with the other players. So, in a sense, switch out "GM" with "A person with GM glyphs".

Although, I don't think this will matter later. Sooner or later any active venue with more than 1 active GM will see players with Glyphs in the table. As the max amount of extra hero points is 1 per player, we'll reach a point where everybody (or almost everybody) in the table gets an extra hero point from someone else having glyph(s).

I'll look at getting the team together tomorrow to verify that we're all on the same page about a clarification here, but my understanding is that the referenced ruling on GM glyphs applies to players with glyphs, not the GM running the game (since the GM running the game does have the ability to award Hero Points as they deem appropriate anyways).
Related, starting this month with 1–09: Star-Crossed Voyages, you'll begin to see reminders throughout each scenario of points where we expect the GMs to have awarded a Hero Point; we do expect the party to have 1 Hero Point apiece by the time the mission briefing ends and they've slotted their boons, and to collectively receive about 1 Hero Point per hour of gameplay as outlined on page 507 of the CRB.

Related, starting this month with 1–09: Star-Crossed Voyages, you'll begin to see reminders throughout each scenario of points where we expect the GMs to have awarded a Hero Point; we do expect the party to have 1 Hero Point apiece by the time the mission briefing ends and they've slotted their boons, and to collectively receive about 1 Hero Point per hour of gameplay as outlined on page 507 of the CRB.
I noticed this in a quick glance through of the scenario, and it's definitely appreciated. I haven't given out any extra Hero Points in my 8 run games so far, though they haven't been needed. A big part of this is the difficulty in figuring out who should get them for what and keeping track of when. Having scenario reminders/suggestions makes it a lot easier.

Most of the GMs at my local lodge use physical tokens for hero points. They have special coins and hand them out at the beginning. They also hand out the additional ones earned through play as well as collect expended ones.
