At 1st level, a sorcerer, bloodrager, or any other character with one of the following bloodlines can choose to gain a bloodline familiar.

This replaces the 1st-level bloodline power granted by the character’s bloodline; in addition, the character gains bonus spells from her bloodline one level later than she normally would.
The blood arcanist does not gain the class skill, bonus feats, or bonus spells from her bloodline.
The blood arcanist does not gain the bonus spells class feature from her bloodline and thus cannot gain the bloodline familiar.
A bloodline familiar should have no problem gaining an archetype though.

Neither does an untouchable bloodrager and yet they can get one.

Those "most" people would then be wrong. The only requirement of the bloodline familiar ability is substituting the 1st level bloodline power. Then if the character just so happens to also have bloodline spells those spells are then pushed back a level.

OK. So, I am confused. Does that mean the answer tothe first question is a no or a yes?
Most people would say no. While not technically an archetype, the bloodline familiar is an alternate class feature, and as such it is under the same limitations.
The fact that a sorcerer or bloodrager has to pay a cost that the blood arcanist wouldn’t have to pay should be enough to let you know there is something fishy going on.

So, besides sorcerers and bloodragers, which clases can get a bloodline familiar?

Any class that gets 1st level bloodline powers. To get one you need to give up that 1st level bloodline power that is the trade for the ability full stop. Then if you happen to gain bloodline spells they are at a delayed progression this part is a completely different sentence from the part in which you pay the cost for the bloodline familiar. So arcanist, magus, dragon disciple all can get a bloodline familiar.

Not really topical, but does it change the spell level of the bonus spells when they get pushed back a level? Thought the rule was they were automatically the highest spell level you could cast when you receive them, but it would feel weird for the ‘delay’ to cripple them like that on top with no explicit heads up.

Probably not, but no one really knows for sure. I tried starting a FAQ about this a long time ago. But it’s a super complicated niche question, so the odds of it being addressed are even lower than usual.

That makes sense (especially if otherwise, no classes besides sorcerer and bloodrager would get it).
