2) Unclear. Possibly no since you "gain" your reaction for the round at the start of a turn so one could say you can't use them until your first turn, but you could also reasonably say that the time before combat counted as "turns" in the sense of already having a reaction available (but again, saying no is reasonable too because you could say they aren't ready to use reactions until they are in combat, so not until their first combat turn).
So that one is really a GM call right now.
