Sadly, this doesn't work. The spell describes what happens when force is exerted on the rope:
"The rope can support up to 16,000 pounds. A weight greater than that can pull the rope free."
I expect that your horse can't exert 16,000 pounds of force, but even if he could, it wouldn't move the extradimensional space, it would just pull the rope out of it, leaving where it was.

The premise is to find a 'quiet time' to to craft while the party is traveling great distances via horseback. We've looked in to Mirrored Hideaway and Bags of holding but both have their own challenges. Either needing to create air for a long period of time or tote around a large enough mirror to climb in to. The character is level 9 so teleport is out of the question....

Even if he did have Teleport there would still be the issue of rejoining the party which would likely entail more magic to locate and identify where they are sufficiently to Teleport to their location.
Sounds like your Wizard's first job is crafting a Covered Wagon whose interior acts as if it were within a Tiny Hut.

playing with magic is tricky business. You'll have to try and then see what your GM thinks. Probably you will try many times before you find something that works and not quite in the way you expect.

Usually a Portable Hole is used, Mage's Sanctum, Dancing Hut, Magic Carpet, etc. Bags of holding and such have issues as non-dimensional spaces have no dimensions(length, width, etc..). If you just want to pull a platform along behind a horse a mundane covered wagon will suffice. You could use levitate or floating disk.
