If you go mythic there's the mythic bloodline archmage ability.
Look, while there are no decent summons, there are decent "improved familiars" that are draconic; faerie dragons, pseudo-dragons, tidepool dragons, shadow drakes, etc...
You could take a tattoed sorcerer (gets a familiar) with the draconic bloodline (for fire immunity). Afterwards, if you want your familiar to become a bigger dragon, you can use "form of the dragon" on them.
However, this only kick off past level 10-ish, so it will be problematic. Dragonrider/bard would be cool, and I think there is an archetype that can take a familiar (sea singer). Could work. No fire immunity though.
Leadership can actually nab you a dragon
Dragon, Young
With their varied natures and capacity for superhuman intelligence, it is perhaps unsurprising that adolescent dragons sometimes ally with humans long enough to be adopted as mounts, though the relationship is rarely one of subservience (except occasionally on the knight's part).
Dragons that serve as monstrous mounts are always young, and their various sizes means both Small and Medium knights may take them as mounts. Dragons usually only serve knights whose alignments match their own.
Cohort Level: A young dragon's effective cohort level equals its CR + 8. Dragons serving as cohorts do not advance via aging as normal dragons do, but by gaining class levels (typically in fighter or sorcerer).
A black Dragon wyrmling would be cohort level 11, which means it would be level 13 to attract. You could have a Rhamphorhynchus familiar, Then improved familiar to a Shadow Drake, Tidal Dragon, Faeries Dragon, or Pseudodragon (whatever you want), then a true dragon at 13, with your familiar filling in the role of one of the other smaller dragons, other than Drogo. Probably beg your DM to let you take Evolved familiar 4 times and get a breath weapon, even though thats not what the feat does by any means.

It is an alternate summoner really but well done, the book also has some drake companions that are interesting and spells that fit the theme.

Broodmaster summoner to get multiple little dragons?
Mh that´s really interesting.
Probably Daenerys doesn´t fit any Pathfinder Class, since it´s kind of a low magic world. Let´s analyze what she can do and got:
-Stunning Looks
-royal blood making her (nearly) immune to fire
-holds great speeches to encourage people
-good at diplomacy and negotiating
-knows several languages
-Drogo as first "Companion"
-then dragons as companions
-not seen fighting herself
I would indeed recommend a CHA focussed class there that doesn´t directly fight and has access to some magic.
Either a sylvan sorcerer could be good or a bard. Bard has the animal speaker class, which allows a bard to summon and handle animals.
Not the big deal though.
Probably either leadership or getting a companion through animal ally feats can do the deal. In Pathfinder you don´t get a dragon though, so you would have to houserule that and i recommend you taming them a bit.
Each of these dragons needed to be treated separately, but it can work. At first they are all just going to be little dragons and aren't going to be very different or useful, but as you go up in level, they will each take on different roles.
According to this, Pseudodragons cost 200 GP.
Take the Wealthy Parents or Princess trait, and just buy two as gear.
Then, max out Diplomacy, treat them as NPCs and earn their full devotion over time.
There's no reason they even need to be familiars or anything yet. Just allies.
Be a Dragonrider, as mentioned above. Take the Huntmaster and Boon Companion feats to boost your Dragon's power and allow some multi classing so you can do the Chellish Deva thing, as previously mentioned.
This allows you to take up to 5 levels of Bard before your bruiser dragon starts dropping behind the power curve. (i'd recommend only taking 4 though. That +1 from Huntmaster is pretty amazing with Dragonrider)
This is your big one, and will be the only one which can actually breathe fire naturally.
At 3rd level, take the Squire feat (altered slightly to make one of your pseudodragons a little tougher. A few levels in Ranger will make this guy a great scout and an able combatant. At 7th level, graduate Squire to Leadership to boost your scout dragon even more.
Take Eldritch Heritage to pick up a Familiar via Arcane Bloodline. Then take Improved Familiar. At 7th level, your pseudodragon ally magically becomes a faerie dragon familiar.
Have this one max out Use Magic Device and give it lots of wands and potions. Have it act as a support caster.
That's it. Nothing more is needed.
7th level is when this build really comes together, for obvious reasons.
You can make your smaller dragons more dragon-ish by investing in things like Potions of Firebreathing.
You'll want to max out Use Magic Device and pick up wands/potions of various Buff spells yourself because you'll have two companions with Share Spells. Also, its great just to have lots of trinkets to give you more options. It will give you things to do when you're standing back and maintaining Bardic Performance.
As far as progression goes, I recommend the following:
1st) Dragon Rider (take Boon Companion and Skill Focus Knowledge Arcana as your 1st level feats)
2nd) Chellish Diva
3rd) Chellish Diva (take Squire)
4th) Chellish Diva
5th) Chellish Diva (take Eldritch Heritage)
6th) Dragon Rider
7th) Dragon Rider (take Huntmaster. Squire changes to Leadership)
8th+) Continue Dragon Rider. (take Evolved Familiar at 9th level to give your Familiar a +8 bonus on Use Magic Device with its Evolution points)
Past that, take whatever feats you want.

Good ideas here.
She doesn't have to be human.
Bear in mind she barely thinks she is herself. She is Targaryen, blood of dragons! She may be nicer than most of her family but she still thinks she is better than anyone else and destined. Sure she is genocidally insane but she is also kind of right and one of the good guys.
Make her an Aasimar. Give her white hair and fire resistance from the alternate traits, chop a few around.
Dany IS special. And so is your darling wife.

Nope. All bards have spells.
That being said, they tend to have very small spell lists, especially in the early game (1st level bards know 3 spells)
If you pick her spell list for her, and make them good, easy to understand spells, she should have no problems.
For this character I recommend Cure Light Wounds, Feather Fall and Ear-peircing Scream.
Aristocrat up to lvl 7, CHA as highest stat, grab Leadership and get a dragon cohort. Done.

I'm really disappointed that more people haven't mentioned it, since it seemed so obvious to me.
At comparable levels, which would be more useful in combat: the dragonriders single mount or the broodmasters eidolon(s)?
If you can, I'd really look into the book of drakes. The dragontamer is practically inspired by Daenerys. There is a lady on the cover with three small drakes. Can't say I have playtested it but the book seems to be good quality. It also allows you to summon drakes and other dragon related abilities.

Broodmaster summoner with Eldritch Heritage feats and Improved Familiar for a Faerie Dragon familiar - closest to Core that I can think of.
Okay, here is how I would emulate Daenerys' career as an effective adventurer. Start her out as an ifrit with the Fire in the Blood alternate racial trait. For class, make her a plain vanilla summoner with a biped eidolon (her warrior husband) for the first seven levels. When she reaches 8th level, her "husband" is killed during downtime and she retrains to the broodmaster archetype, at which point she can arrange to have three quadruped eidolons, one size Medium and two size Small (she could instead have two size Small eidolons as early as 2nd level if she does not feel the need to have all three dragons at once -- maybe one of them is just not effective in combat before 8th level?). She can bump them all up one size category at 13th level.
For spells, have her focus on spells that heal and buff her eidolons, or pick a 3rd party archetype that exchanges spells for further boosts to the eidolon's power -- I think Necromancers of the Northwest came up with one that would be suitable.
