Is there something specific you're looking for/a reason you need to use something already published rather than just describe the NPC as having rabbit-like features?

I wouldn't worry too much about the details as long as you don't intend an epic fight with this NPC. Taking a ratfolk (as suggested by Meirril) and refluffing it as rabbitfolk should usually be good enough.
Bestiary 4 has the pretty cool almiraj (bloodthirsty horned rabbit), but it's rather a monster than a NPC to negotiate with. In the same book you can find the pooka, a rabbit-like fey - might be better for roleplay.

Take a rabbit, add one hit die. Increase its size using the size changes table from the bestiary. (Not the giant creature template.) Apply the manimal creature from the advanced bestiary.
There's also a spell that changes animals into humans in the Standing Stone. It's written for 3.0, and I'm not sure if it's exactly what you're looking for. It should look humanoid but have some personally traits from a rabbit.
You could go for a wererabbit halfling.
Or he was cursed? -6 decrease to charisma because he's shy and hairy?
Is this race supposed to be an actual race, or are we talking about just one individual?

If you're putting in that much effort, just use permanent/instantaneous Anthromorphic Animal.
