I think that the scribe scroll feat should be a free feat for all casting classes. It's easily offset by giving non casters a free feat or class ability. All arcane casters would learnn this feat in their initial training.
I think divine casters would also learn this ability during initial training or brew potion.
With resonance, why not?
If scrolls cost resonance to use, I'd give away scribe scroll for free as long as the cost scales up for the higher level spells appropriately.
But it's probably a skill feat, and you get a bunch of those (every other level) so it's not a huge investment.
