I think you still deal double damage as well.
You do, but the other penalties are either severe or permanent until healing.
You lose an eye, you get a -2 on Perception checks until you get it fixed, by regenerating or getting an implant. Same goes for a missing arm or leg. By contrast, bleeding needs immediate medical attention or else you bleed to death and the 1d4 Constitution damage is temporary until you recover normally; it's not an ability drain, which is permanent.
You get hit on the head, you get stunned for 1 round... you're okay 6 seconds later :P
I feel like that there's something missing here, like a permanent staggering effect or like I said, a penalty to Intelligence, skill checks or such.

Don't look too far into the table. There's all sorts of goofiness in it. For instance, you can gouge out both eyes from a human and he's only taking -4 perc. Lopping off one or both legs doesn't immediately send someone straight to the ground, etc.
Brain damage could use a bit of pizzaz sure, but logic has no place with (severe) wound weapons. Devs probably just presumed that a round of stunning was good enough (and it probably is, Stunned is generally a monster ender)

You could make a crit to the brain have the same effect as any other roll (determined randomly).
For example:
Brain, stunned for one round and roll again on the chart.
1-10: A blood vessel was severed in the brain, causing 1d6 bleed damage. This effect cannot be healed without surgery or magic.
11-13: Visual neurons were severed, causing the loss of vision. -2 Perception
14-15: Neurons controlling one leg are damaged, resulting in a number leg and reduced mobility. -10 Land speed.
16-17: Neurons controlling one arm are damaged, resulting in an inability to use the arm.
18-19: Neurons controlling a vital organ are damaged. -1d4 con.
20: Neurons controlling speech are damaged; you either cannot speak, or your words no longer make sense to anyone.
These effects cannot be healed without surgery.

Versus losing an eye, a leg, an arm, your blood and/or your [constitution]??
No Int damage, no skill penalty, nothing at all???
What am I missing here? Shouldn't you get like the WORST penalty if someone rolls a natural 20 or something?
