Do Iterative attacks apply to any spells? For instance can a Wizard with BAB +6 cast Ray of Frost twice as a full round action as iteratives?
No, iteratives don't apply to casting spells. Spells use the action specified in their description. Ray of Frost requires a Standard Sction. You can use the Quicken Spell metamagic feat to cast it as a Swift Sction, so you could cast a Quickened Ray of Frost as a Swift Action and also cast a normal Ray of Frost as a Standard Action during the same round.

Iterative attacks only apply to spells with multiple attacks that are not simultaneous, automatic, or limited in the spell description: e.g., chill touch. Or spells that create a weapon-like effect wielded by the caster: e.g., flame blade.
